Mr. Thomas President and Chief Nuclear Officer PSEG Nuclear LLC-N09 P.O. Box 236 Hancocks Bridge, NJ 08038 SUBJECT: SALEM AND HOPE CREEK GENERATING STATIONS - NRC SECURITY INSPECTION REPORT 05000272/2009403,0500311/2009403 AND 05000354/2009403
Dear Mr. Joyce:
On November 19, 2009, the U.S. Nuclear Regulatory Commission (NRC) completed a security baseline inspection at your Salem and Hope Creek Generating Stations. The inspection covered one or more of the key attributes of the security cornerstone of the NRC's Reactor Oversight Process. The enclosed inspection report documents the inspection results, which were discussed on November 19,2009, with Mr. Carl Fricker, Vice President Operations Support, and other members of your staff.
The inspection examined activities conducted under your license as they relate to identification and resolution of problems related to security and compliance with the Commission's rules and regulations and with the conditions of your license. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.
This report documents two NRC Identified findings of very low security significance {Le., Green as determined by the Physical Protection Significance Determination Process (PPSDP)). The deficiencies were promptly corrected or compensated for, and the plant was in compliance with applicable physical protection and security reqUirements within the scope of this inspection before the inspectors left the site. DETERMINATION Warning: Violation of Section 147 of the MADE BY:
Atomic Energy Act, "Safeguards Information" NAMEITITLE: James M. Trapp. Chief is subject to civil and criminal penalties ORGANIZATION: RlfDRS/PSB1 BASIS: * DG GI,\I (300) Physic Protection Program
.1 DATE: 12~/09 SAFEGU.~DSINFORl~TION
SAFEGU-ftRDS INFORPIATION One of the findings had a cross-cutting aspect in the area of Problem Identification and Resolution, because the licensee did not implement a con-ective action program with a low threshold for identifying issues [P.1 (a)]. If you disagree with the characterization of any finding in this report, you should provide a response within 30 days of the date of this inspection report, with the basis of your disagreement, to the Regional Administrator, Region I, and the NRC Resident Inspector at Salem and Hope Creek Generating Stations. The information you provide will be considered in accordance with Inspection Manual Chapter 0305.
Additionally, one licensee-identified violation which was determined to be of low security significance is listed in the report. However, because of the very. low security significance and because the findings were entered into your corrective action program, the NRC is treating these violations as a non-cited violations (NCV) consistent with Section VI.A 1 ofthe NRC Enforcement Policy. If you contest these non-dted violations, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, A TIN.: Document Control Desk, Washington DC 20555-0001; with copies to the Regional AdministratorRegion I; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington DC 20555-0001; and the NRC Resident Inspector at the Salem and Hope Creek Generating Stations.
