PSE&G Exemption Request dated July 15, 1988 We have completed a review of the above referenced documents relating to the acceptability of your schedule for completing the corrective actions associated with the violations identified in NRC inspection reports Nos. 50-272/83-37 and 50-311/87-29.
Your letter of July 15, 1988, which transmitted the exemption requests, indicated that a schedule for implementing the Appendix R, III.G modifications would be provided following NRC approval of the exemptions.
We note that Public Service Electric and Gas Company (PSE&G) received approval from the NRC to implement modifications to the Salem Generating Station for compliance to Section III.G.2 of 10 CFR 50, Appendix R.
NRC approval of the related exemptions was documented in a Safety Evaluation Report (SER), dated July 20, 1989, and included a requirement to install one hour fire barriers between redundant safe shutdown circuits in specific areas.
On October 5, 1989, an unofficial copy of an internal PSE&G document dated September 29, 1989, was provided to Region I delineating proposed modification completion dates. That document provides a July 23, 1992, completion date for installing the one hour fire barriers at both Salem units.

JUN 2 7 1991 The NRC is concerned with the extraordinary length of time that it is taking PSE&G to achieve full compliance with Appendix Rat the Salem facility.
PSE&G is expected to meet the July 23; 1992, completion date without further delay.
We understand that PSE&G will continue to implement approved compensatory measures pending completion of all of the related modifications.
