Weareforwardingthereportofthesafetysystemfunctionalinspection(SSFI)
performed from February 5 through February 16 and February 26 through March 2, 1990, involving activities authorized by Operating License Nos. DPR-44 and DPR-56 for Peach Bottom Atomic Power Station. The Nuclear Regulatory Comission's (NRC's) staff from the Special Inspection Branch of the Office of Nucleat Aeactor Regu'mtion, contractor personnel, and Region I personnel conducted this inspection. An exit meeting was held on March 8 1990 in which we discussed the findings with Mr. Corbin McNeill and members of your, staff.

The Nkt inspection team assessed the operational readiness and functionality of the high-pressure coolant injection (HPCI) and the emergency service water (ESW) systems. The team paid particular attention to the details of design and design control, maintenance, operation, and testing of the applichble systems.
The inspection team concluded that design basis information for the ESW system was not adequately controlled and was not adequately snpported by sufficiently detailed analyses or by appropriate test verification. Significant concerns were identified in the design, design control, surveillance testing, and operating practices of this system. Collectively, these concerns su) ported the team's assessment that the ESW system in its existing configuration lad not been shown capable of performing its required safety function. Yout safety evaluation dated March 8, 1990 appeared to provide a sufficient technical basis to allow continued operation of Unit 3 with the ESW system isolated from i.
Unit 2.
A letter summarizing the major areas of concern regarding the oper-

ability of the ESW system was sent to you on March 29, 1990, in advance of this inspection report. With regard to the HPCI system, the team concluded that.

and maintenance deficiencies that were identified during its evaluation of the n
HPCI system.

Overall, it did not appear that your staff had adequately assessed the safety significance of design deficiencies, determined the need for safety evalua-tions, and initiated prompt corrective actions. These concerns are summarized in the Executive Suninary of the enclosed. inspection report.

Mr. D. conducted in full compliance with KRC requirements. The apparent violations described in the enclosed inspection report are under consideration by the Region I office for enforcement action. Accordingly, no Notice of Violation is being issued at this time, and no response to this letter is required for these spparent violations. The number and characterization of apparent violations described in the enclosed inspection report may change as a result of further NRC review. You will be advised by separate correspondence of the results of our deliberations on this matter.
Your attention is also invited to the unresolved items identified in the inspection report. These matters will be pursued during future inspections.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures noted below will be placed in the NRC Public Document Room.
