This letter refers to the March 8-12, 1982, routine inspection conducted by Ms. C. Abigail Evans and Mr. Ronald A. Caldwell of NRC's Region IV office and their final review of your Physical Security Plan, received March 29, 1982. The activities inspected were those that are authorized under HRC License DPR-34.
It further refers to the discussion that they had with you concerning their findings at the conclusion of the inspection.
The inspection related to your program and activities designed to protect against industrial sabotage and to safeguard special nuclear material. The inspection was based on the applicable provisions of Title 10, Part 50 of the Code of Federal Regulations entitled " Licensing and Utilization Facilities," within Part 73 entitled " Physical Protection of Plants and Materials" and the specific requirenents of HRC License DPR-34. Areas examined during the inspection are discussed in the enclosed inspection report. Within these areas the inspection consisted of selective examina-tions of procedures and records, personnel interviews, and observations by the inspector.
During this inspection, it was found that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation enclosed herewith as Enclosure (1). Consequently, you are required to respond to this matter, in writing, in accordance with Q
the provisions of Section 2.201 of the NRC's " Rules of Practice, " Part 2, Title 10, Code of Federal Regulations. Your response should be based on
