Areas Inspected:

This unannounced inspection of Fort St. Vrain Nuclear Generating Station involved 16 inspection hours which includes inspector hours for meetings with the Resident Inspector, Licensee, private citizens, school officials, and a telephone conversation with one State Official.

Results:

Of the areas inspected, no violations or deviations were identified.

Early Warning System, Unannounced Inspection 10 CFR 50 Appendix E (amended) IV.D.3 states "... The four month period in 10 CFR 50.54(s)(2) for the correction of emergency plan deficiencies shall not apply to the initial installation of this public notification system that is required by February 1, 1982,..." The intent of this inspection was to verify the status of the Early Warning System at Fort St. Vrain.

Entrance Interview The entrance interview was conducted on February 2, 1982, with the Manager, Nuclear Production.

Exit Interview The inspection scope and findings were summarized on February 3, 198.

Unresolved Items Unresolved items were not identified during this inspection.

10.

Radio Distribution The licensee had seven radios which had not been distributed to the public.

The inspector requested that he accompany the licensee repre-sentative when he delivered the next radio.

The licensee representative and the inspector went to the private home and the radio was given to the occupant.

The occupant was given instructions on how to operate the radio, and was given a demonstration of how the tone alert sounded.

Further, the demonstration included the features of operating the radio on AC or DC (battery) and how to obtain a free replacement battery.

The occupant was given a sticker with two'

telephone numbers on the sticker and told to place the sticker on the radio and to contact either number if any problems developed with the radio.

Public Survey Since the public had been given instructions that the licensee would be sending out their representatives with identification cards to the homes and most of the homes are in a rural area, the inspector requested that a licensee representative accompany him on the survey.

There were nine houses visited and occupants were present in five of the places visited.

Each occupant was aware of how the radio worked, what to do when the tone alert was activated, and to notify the licensee of any problems with the radio.

Public Schools There are two schools which have the potential of being involved in an incident e.g., evacaution of the 5 mile EPZ around Fort St. Vrain.

They are the Platteville Elementary School and the South Valley Middle School.

The inspector interviewed the Principal and members of his staff about-their understanding of the radio and what their actions would be in the event of an incident at Fort St. Vrain.

During discussions with the 9atteville Elementary School staff, the inspector noted that no one heard the test signal during the previous test on Wednesday January 27, 1982.

The inspector returned the next day (Wednesday Febraury 3, 1982) and verified that the test signal was not received by their radio during the weekly test.

and the inspector notified the licensee of the problem.

It should be noted that all built in electronic checks were operable and it was not known at that time why the radio alert signal did not work.

The inspector received a telephone call on February 5,1982, that the school radio had been replaced.

The school has an emergency plan which reflected that their instructions would come from the Superintendent of Schools in Gilcrest, Colorado.

The inspector visited the Superir.tendent of Schools and noted that he had one of the tone alert radios (his school is outside of the 5 mile EPZ) and several other radios.

Further, it was determined that the school district was very aware of emergency planning due to an unexpected flood several years ago.

The school district has an emergency plan and nas participated in an emergency exercise with Fort St. Vrain.

State Representative Due to severe weather, the State Emergency Preparedness Representative was contacted via telephone.

The State Representative assured the inspector that the State was prepared to inform the public and had pre-planned messages.

The State is presently reviewing their written messages and have plans to have those messages recorded.

The inspector requested that a copy of the prepared messages be sent to the Region IV Emergency Coordinator.

Conclusions The licensee has installed, tested, and conducts weekly tests of the Early Warning Alert System.

The public survey conducted by the inspector indicated that they were aware of what to do when the tone alert was acti-vated.

The licensee may encounter special problems e.g., signal loss due to a change in radio location inside the home or changing weather, therefore, the licensee may receive complaints about not receiving the test signal several months after the radio distribution.

Based on the distribution records, the messages given to the public, conversation with the State Emergency Preparedness Representative, and the inspectors observations, the licensee had met the intent of the Early Warning Alert System pursuant to 10 CFR 50 Appendix E (amended) IV.D.3.
