Investigation on April 13 to May 19,1982 (Report: 50-267/82-13)

Area Investigated:

It was alleged that Fort St. Vrain plant personnel were using drugs on the job.

This investigation involved 20 investigative manhours by one NRC investigator and one NRC inspector.

Results:

Investigation disclosed that one former contract employee was observed using suspected cocaine on the job.

In addition, three utility employees were also identified as suspected drug users.

rehabilitation program. One utility employee denied use of all drugs'and agreed to undergo a screening test. The individual suspected of using cocaine on the-job is presently working at a different nuclear power plant identified as North Anna. Management officials at the North Anna Power Plant were apprised of the suspected use of cocaine by this individual and subsequently reported they are taking appropriate action, and will keep Region II advised.

utility employees admitted to the' use,of ma'rijuana'and enrolled into the utility drug rehabilitation program.- The third utility employee denied any drug involve-ment but agreed to undergo drug screening test. -Investigation further disclosed that the former contract HP is presently working uat the North Anna Nuclear Power Plant.

Region II investigative staff apprised the North Anna management personnel and reported they are taking appropriate action and will keep Region II advised of their results.

A Background On April 9, 1982, the Resident Reactor Inspector at Fort St. Vrain was-contacted by Individual A who reported that he suspected utility employees of using drugs.

Contact with Individual A resulted in his agreeing to meet with reporting investigator on April 13, 1982.

Subsequently, Individual A executed a sign statement identifying the suspected drug users.

Investigation of Allegations Allegation One contract HP and three utility employees were suspected of using drugs while on the job.

Investigative Findings Interview of Individual A resulted in Individual A's executing a signed statement, document 1, wherein he stated that on one occasion in the fall of 1981 he observed Individual B sniffing a white powder substance into his nose which he believed to be cocaine.

Individual A stated he observed this activity while Individual B was sitting at his desk inside the plant.

Individual A stated that Individual B was recently transferred to another operating nuclear power plant identified as North Anna located in Virginia.

Individual A stated Individual B is employed by the Institute for Resource Management, of Annapolis, Maryland.

Individual A remarked that he also suspected Individuals C, D, and E, all utility employees, of using drugs.

Individual A stated that Individuals C and D were always talking about smoking marijuana and on occasion, appeared to have a, " glassy" look in their eyes, and, at times, spoke in a slurred manner.

Individual A stated that he suspected Individual E of using drugs because he is a close, personal friend of Individual B.

Notification of Law Enforcement Agency On April 15, 1982, Ronald D. Weaver, Special Agent, DEA, was interviewed in his office in Denver, Colorado.

Special Agent Weaver was apprised of the allegation and subsequently advised that the DEA had no interest in investigating this allegatio i l

On April 15, 1982, Carl W. Whiteside, Deputy Director, Colorado Bureau of Investigations, was interviewed in his office in Denver, Colorado.

Deputy Director Whiteside was apprised of the allegations and subsequently advised that the Colorado Bureau of Investigation had no interest in investigating this allegation.

On April 15, 1982, Harold Andrew, Sheriff, Weld County Colorado, was interviewed-in his office in Greely, Colorado.

Sheriff Andrew was apprised of the allegation and subsequently a'dvised that the sheriff's department had no interest in investigating this allegation.

Notification of the Utility On April 15, 1982, Mr. Don Warembourg, Manager of the Public Company of Colorado,' Fort St. Vrain Nuclear Generating Station, was apprised of the allegation provided by Individual A.

Mr. Warembourg was provided the identity of the utility employees identified as Individuals C, D, and E.

Mr. Warembourg stated that the utility would look into the allegation and notify the NRC Region IV of their results.

Utility Investigative Results On April 20, 1982, Mr. Warembourg advised that' Individuals C and D both admitted to smoking marijuana, however, refused to take the drug screening test.

Mr. Warembourg explained that subsequently Individuals C and D enrolled in the utility drug rehabiliation program. Mr. Warembourg stated that Individual E denied use and agreed to take a drug screening test.

Notification of Region II On April 23, 1982, Region II investigators-were apprised of'this allegation.

Individual B was identified to Region II investigators and

Region II agreed to notify neanagement personnel at the North Anna Nuclear Power Plant, in Virginia, that Individual B was identified by an alleger as having used cocaine while on the job as an HP at Fort St. Vrain.

On April 30, 1962, Region II reported that on April 23, 1982, Region II investigators notified management personnel of the North Anna Nuclear Power Plant of the allegation concerning Individual B.

Subsequently, North Anna management advised that Individual B is currently working

as an HP at the North Anna Plant as a contract employee for the Institute l

of Resource Management located in Annapolis, Maryland.

Subsequently, on May 19, 1982, Region II investigators advised that North Anna security

personnel, Mr. Ed Davis, reported the utility is investigating the matter l

and will report the results of their investigation upon completion.
