SUBJECT:

POINT BEACH NUCLEAR PLANT INDEPENDENT SPENT FUEL STORAGE INSTALLATION NRC SECURITY INSPECTION REPORT NOS. 05000266/2015405(DNMS), 05000301/2015405(DNMS), AND 07200005/2015401(DNMS)

Dear Mr. McCartney:

On July 22, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection of the physical security program for the independent spent fuel storage installation (ISFSI) at the Point Beach Nuclear Plant (PBNP), Two Rivers, Wisconsin. The purpose of the inspection was to evaluate whether the protection of the ISFSI was in compliance with the PBNP Physical Security Plan (PSP), security implementing procedures, the NRC Orders EA-02-104 and EA-03-097, and Title 10 of the Code of Federal Regulations (CFR) Part 72.212(b)(9). In addition, the inspection also evaluated the implementation of the Material Control and Accounting (MC&A) Program for the ISFSI in accordance with 10 CFR Parts 72.72, 72.76, and 72.78. At the conclusion of the onsite inspection on July 22, 2015, the inspector discussed the inspection findings with members of your security and licensing staff.

The inspection also examined activities conducted under your license as they relate to security and compliance with the NRCs rules and regulations and with the conditions of your license.

The inspector reviewed selected procedures and records, observed activities, and interviewed personnel. The enclosed inspection report documents the inspection results.

No findings were identified during this inspection.

In accordance with Title 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRCs website at http://www.nrc.gov/reading-rm/adams.html. However, because of the security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
