SUBJECT:

FOLLOW-UP INSPECTION FOR A POTENTIAL OLD DESIGN ISSUE RED FINDING AT THE POINT BEACH NUCLEAR POWER PLANT

Dear Mr. Cayia:

In a letter to Mr. M. Warner dated July 12, 2002, the NRC provided the final results of our significance determination of the preliminary Red finding identified in Inspection Reports 50-266/01-17(DRS) and 50-301/01-17(DRS). A Red finding is a finding of high importance to safety that will result in increased NRC inspection and other NRC action. This Red finding involved the potential common mode failure of the auxiliary feedwater pumps. On September 23, 2002, the NRC will begin a special follow-up inspection at your Point Beach Nuclear Power Plant. This inspection will be performed to determine whether or not the Red inspection finding meets the guidelines of an old design issue as described in NRC Manual Chapter 0305.

In order to minimize the impact that the inspection has on the site and to ensure a productive inspection for both sides, we have enclosed a request for documents needed for the inspection.

This information should be available to the Regional Office by no later than September 16, 2002.

In addition to the document request, we would also like for you to provide a presentation to the inspection team following the entrance meeting on September 23, 2002. The presentation should include an overview of the auxiliary feedwater system problem, your actions taken to date, and those actions planned for the future. The discussion on your future actions planned should include how you plan to assess the extent of condition of the auxiliary feedwater system problem against other safety-related systems at the plant. The presentation should also contain a discussion on corrective action program changes and improvements over the last 6 years.

The lead inspector for this inspection is Patrick Louden. We understand that the regulatory contact for the inspection is Fritzie Flentje of your organization. If there are any questions about the material requested, or the inspection, please call Mr. Louden at (217) 935-9521. In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.qov/reading-rm/adams.html (the Public Electronic Reading Room).

Sincerely, IRN Roger D. Lanksbury, Chief Branch 5 Division of Reactor Projects Docket Nos. 50-266; 50-301 License Nos. DPR-24; DPR-27 Enclosure:
