S August 14, 1997 Mr. M. D. Wadley Vice President, Nuclear Generation Northern States Power Company 414 Nicollet Mall Minneapolis, MN 55401 SUBJECT: NRC MONTICELLO PHYSICAL SECURITY INSPECTION REPORT 50-263/97013(DRS)

On July 18,1997, the NRC completed a physical security inspection at your Monticello Nuclear Generating Station. The enclosed report presents the results of that inspectio Areas examined within your security program are identified in the report. Within those areas, the inspection consisted of a selective examination of procedures and representative records, observation of performance, and interviews with staff. The objective of the inspection effort was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements.

i Based on the results of this inspection, no violations of NRC requirements were identifie Effective self-assessment efforts by your security and quality assurance staffs have resulted in the identification and correction of issues before they became more significan However, we are concerned about the dual security computer failures that have occurred recently. Although personnel and plant safety concerns were lessened because of system j redundancy, the failures adversely impacted security force awareness of system functions and the ability to identify potential threats. Additionally, two unresolved items were identified. One of the items pertained to the adequacy of planned compensatory measures should extensive security equipment failures occur over an extended period of time. The other issue pertained to the adequacy of the current practice for determining the cause of certain alarms and responding to such alarm Areas examined during this inspection concern a subject matter which is exempt from disclosure according to Part 73, Title 10, Code of Federal Regulations, Section 73.21(c)(2). This information must be handled and protested in accordance with
