This refers to the Nuclear Regulatory Commission (NRC) administered examinations led by Michael E. Ernstes during the period of July 7-13, 199 The examinations were administered to employees of your company who had,

applied for licenses to operate the Oconee Nuclear Station. At the conclusion of the examination, the examination and preliminary findings were discussed with those members of your staff identified in the NRC Examination Report, Enclosure A Simulator Facility Report is included in this report as Enclosure 2. A copy of the written examination questions and answer key, as noted in Enclosure 3, was provided to members of your training staff at the conclusion of the examinatio During the administration of the simulator scenarios, the examiners observed a difference in your philosophy for use of Emergency Operating Procedures (EOPs)

from that found in the Babcock and Wilcox (B&W) Technical Basis Document (TBD). Your operators completed the Vital System Status Verification steps (steps 5.1 through 5.14 of your EOP) prior to going to symptom mitigation procedures. The TBD recommends going to symptom mitigation procedures immediately upon encountering symptoms of an upset of heat transfer. Although the TBD is not a requirement, we are concerned with this practice based on the response times of the crews during the simulator examinations.
