Discussion a.

Scope Initial operator licensing examinations were administered to five RO and seven SRO candidates.

The written examination was administered on September 24, 1993, and the operating tests were administered September 27-29, 1993.

Results One RO candidate failed the written examination; all other candidates passed the examinations.

Exam validation The written exam was pre-reviewed in the Region II office on September 7-9, 1993, by representatives from the Browns Ferry training department.

Simulator scenarios and Job Performance Measures were validated on the Browns Ferry simulator during the week of September 13, 199 Report Details d.

Candidate Performance Candidate performance on written examinations and operating tests indicated no generic weaknesses.

However, the level of satisfactory performance exhibited by this class was noted as being slightly below that of previous license classes at Browns Ferry.

Reference Material Reference material provided to the NRC for exam development continues to be of good quality.

The material includes a separate index that cross-references procedures and lesson plans to the K/A numbers of NUREG 1123, Knowledge and Abilities Catalog for Nuclear Power Plant Operators:

Boiling Mater Reactors.

This index greatly enhanced exam preparation and documentation.

Exit Interview At the conclusion of the site visit, the examiners met with representa-tives of the plant staff listed in paragraph one to discuss the results of the examinations.

The licensee did not identify as proprietary any material provided to, or reviewed by the examiners.

These observations do not constitute, in and of themselves, audit or inspection findings and are not, without further verification and review, indicative of noncompliance with

CFR 55.45(b).

These observations do not affect NRC certification or approval of the simulation facility other than to provide information that may be used in future evaluations.

No licensee action is required solely in response to these observations.
