NRC INSPECTION REPORT NOS.

50-259/93-25, 50-260/93-25, AND 50-296/93-25 Thank you for your response of August 19, 1993, to our Notice of Violation (NOV) issued on July 29, 1993, concerning activities conducted at your Browns Ferry Nuclear Plant.

As discussed in the cover letter to the NOV, we are concerned that the plant operators did not have adequate information available to determine the necessary and timely actions to take for implementation of a Technical Specification action statement.

We note that your August 19, 1993 response did not address findings of your internal review of this event in regard to this concern, specifically, the lack of standard methodology to insert trips in the Reactor Protection System.

In addition, the response did not address your planned actions in regard to the evaluation of the failure mode of the turbine stop valve limit switch.

We believe the implementation of corrective actions for these findings to be important to deterring future violations and occurrences of conditions adverse to quality.

In addition, we are concerned about the time frames targeted for development of standard methodology for inserting trips in the RPS.

We recognize the effort involved in developing a comprehensive program; however, considering the benefit of this effort, we are concerned that dates of 5 to 13 months after recognizing the need for this guidance have been set for imple-mentation.

Therefore, we request that you provide additional information to:

1) indicate why these findings were not discussed in your response to the NRC; 2) justify why these corrective actions were not considered necessary to fully address the violation; and, 3) why the corrective actions should not be completed in a more timely manner; The additional information should be submitted in a written statement within 30 days of the date of this letter.
