UPDATED INSPECTION PLAN AND ASSESSMENT FOLLOW-UP LETTER FOR QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (REPORT 05000254/2025005; 05000265/2025005)
Dear David Rhodes:
The enclosed inspection plan lists the inspections scheduled through June 30, 2027, for Quad Cities Nuclear Power Station, Units 1 and 2. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. As discussed in SECY-25-0045, Recommendations for Revising the Reactor Oversight Process, dated June 5, 2025 (ML25042A278), the NRC determined that a broad, comprehensive review of the ROP is necessary to reflect improvements in industry performance and advancements in technology. The outcome of the comprehensive review and recommendations to revise the ROP baseline inspection program, when approved by the NRC Commission, will require a revision to this inspection plan. The NRC will contact you as soon as possible to discuss any revisions after the new baseline inspection program is implemented.
In its annual assessment letter dated March 11, 2025, (ML25069A600), the NRC opened a cross-cutting issue (CCI) with the aspect of conservative bias (H14). This assessment follow-up letter serves as the second consecutive letter documenting a CCI with the same cross-cutting aspect. To address the CCI, your staff is performing an evaluation to identify the causes of the behaviors and develop a plan to address the safety culture behavior underlying the cause(s) of the CCI. As discussed in full detail in the annual assessment letter, this CCI will remain open until the NRC has performed its 71152 inspection of your evaluation and you have satisfied the closure criteria.
