Gentlemen:
This refers to the special inspection conducted by Dr. M. J. Oestmann of this
office on February 3,1986, of activities at the Byron, LaSalle, Quad Cities,
and 7.fon Nuclear Stations, Units 1 and 2, authorized by NRC Licenses No. NPF-23
and No. CPPR-131; No. NPF-11 and No. NPF-18; No. DPR-29 and No. DPR-30; and
No. DPR-39 and No. DPR-48, respectively, and to the discussion of our findings
with Dr. J. Golden and other members of your staff at the conclusion of the
inspection.
The inspection was conducted at the Commonwealth Edison Company
headquarters in Chicago, Illinois.
Additional discussion was held by telephone
on February 6, 1986 with D. Kenealy regarding the Zion REMP described in the
ODCM.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
