Areas Inspected: Routine unannounced inspection of initial training and retraining of licensed and non-licensed personnel, and licensed opera-

tor requalification training. The inspection involved 13 inspector hours onsite by one NRC inspector.

Results: Of the areas inspected, no items of noncompliance were identified.

Training The-inspector verified that training is administered to new employees and that annual retraining is conducted for all categories of personnel.

The current revision of the licensee's procedure QAP 700-1 Revision 5, " Station Training Program" and the Quad-Cities " General Employee Training manual were reviewed for changes since the last inspection of this area and compared with regulations, commitments and current

industry standards.

The inspector determined that the programs established to train new employees and temporary or service personnel, retrain employees and provide on-the-job training for craftsmen and technicians apparently meets the requirements and commitments pertaining to the license. The inspector verified this by selective review of training records for the various groups of personnel mentioned above, and by interviews with personnel mentioned above, and by interviews with perso'nel that the training

described in the " Station Training Program" was being conducted.

Licensed Operator Requalification Training

The requalification program was reviewed to ascertain it's con-formance with Commonwealth Edison's Requalification Program dated July 8, 1977, and regulatory requirements. The inspec-tor verified that the established program includes the sche-duled use of prepared lesson plans.

identified plant specific problem areas. On-the-job training re-quirements have been specified to include control manipulations, discussion / review of changes in facility design, precedures, and license. Training records of licensed individuals are maintained to include completed course and yearly examinations, documentation of manipulations, documentation of required simulations of emergency and abnormal conditions, results of supervisory evaluations and observa. ions of manipulations and simulations identified above, and documentation of accelerated requalification training.

The' inspector reviewed the records of licensed senior reactor opera-tors and licensed reactor operators to verify that the licensee's approved requalification training program was being properly imple-mented. Operators were interviewed to ascertain whether the training documented had been received.

No items of noncompliance or deviations were identified.

Exit Interview The inspector met with licensee representatives (denoted in para-graph 1) and the Senior Resident and resident NRC inspectors at the conclusion of the inspection on April 2, 1980. The inspector sum-marized the scope and findings of the inspection.

Topics discussed included differences between existing commitments in the training area and current standards being developed by subcommittee ANS-3, Reactor Operations, of the American Nuclear Society Standards Com-mittee. The licensee stated that a lesson plan is being finalized to include additional training in the principles of heat transfer and fluid flow as a step in further upgrading the program. Also discussed were the differences in emergency systems between the station and the simulator utilized for control manipulations, and it was noted that there is a different emphasis being placed on simu-lator training than existed when the licensee's program was approved.

Subsequent to the exit the inspector expressed concern (by telephone on April 10 and 11, 1980 with the Station Superintendent an/ the Personnel Administrator) that though all operators passed the rece c annual requalification examination, more operators missed qer,tions in the section "3tandard and Emergency Operating Pro-cedures" than any other section. The licensee stated that this had previously been noted by review of exam results and was att-ributed to an upgrading of the exam questions and overly conser-vative grading. The licensee also intends to review the appli-cable lesson plan to upgrade training in this area.
