At that time, the purpose and scope of the inspection were reviewed and the findings were presente At no time during this inspection was written material provided to the licensee by the inspector . 92701 - Follow-up on Inspector Items (Closed) Inspector Follow-up. Item 50-423/86-03-01: The inspectors con-firmed, by observations of tests on July 17, 1986, that the stall alarm committed to during Inspection No. 50-423/86-03 had been installed and was operationa (Closed) Inspector Follow-up Item 50-423/86-03-02: The inspectors observed security force communications during an inspector requested security contingency drill on July 17, 1986. The inspectors noted improved and effective communications among the alarm stations and security personnel at other locations around the sit (Closed) Inspector Follow-up Item 50-336/85-16-01: The inspectors con-firmed by observation that the security access control point barriers have been upgraded and the associated weaknesses have been eliminate (Closed) Inspector Fo11cw-up Item 50-245/85-13-01 and 50-336/85-16-02:

The inspector confirmed by interviews and observations that alarm station operators are knowledgeable and effective in carrying out their duties and responsibilitie .

4. 81018 - Security Plan and Implementing Procedures The inspectors reviewed the security plan and implementing procedure The inspectors observed that the integration of Unit 3 with Units 1 and 2 has been effectively completed both physically and procedurally, and that implementation of the NRC-approved security plan appears adequat . 81022 - Security Organization The inspectors' review of the security organization found it to be in conformance with the NRC-approved security plan. The inspectors' review of routine security operations found the following: The inspectors questioned security organization personnel on their duties and responsibilities and confirmed that they were individually aware of who their assigned supervisors were and knowledgeable of their specific duties relative to the site security progra The inspectors also confirmed that they were suitably equipped to perform their tasks, including apparel, armament, ammunition and communication The inspectors observed requested tests of the various intrusion alarm systems and confirmed that alarm station operators responded to the different events in accordance with approved procedure The inspectors confirmed by interviews that both licensee proprietary and security contractor supervisors were aware of their program responsibilitie The inspectors noted that an adequate relief program to accommodate security organization personnel for breaks, lunch and/or personal need is provided for in the manning schedule, The inspectors questioned security personnel regarding their obser-vations relative to the possible use of drugs by members of the security organization. The inspectors were told that no such problem existed within the security organizatio They further stated that they had not observed anyone onsite who appeared to be under the influence of either drugs or alcohol. The inspectors also asked them what they would do if they suspected that someone might be under the influence of drugs or alcohol. They responded that they would immediately alert their supervision and would deny the person entry into the protected area. The inspectors concluded from those dis-cussions with guards, watchpersons and supervisors that the licensee has addressed the importance of fitness for duty among employees. A check with the security contractor revealed that three employees had been terminated / resigned since January 1,1986 for potential druf use. These potential users were identified via chemical sampling during physical examination :

. 4 The inspectors observed that quality assurance oversight for the operation and maintenance of security systems was effectiv Approximately one-third of all component features of the systems were tested successfully during this inspection with only one com-ponent failure requiring compensatory action. The inspectors noted that surveillance procedures were well organized, available and tasks were appropriately charged to either the security organization or the supporting Instrumentation and Calibration Grou . 81042 - Testing and Maintenance A review of the licensee's records by the inspectors confirmed that the dedicated security maintenance staff responds quickly to security equip-ment problems based on priorities established by security managemen . 81052 - Physical Barriers - Protected Area The inspectors observed that the licensee maintained the physical barriers surrounding the protected area in accordance with the NRC-approved security pla . 81054 - Physical Barriers - Vital Areas The inspectors verified that the licensee maintained the physical barriers surrounding the vital areas in accordance with the NRC-approved securit pla . 81066 - Assessment Aids The inspectors determined by observation that the assessment aids utilized by the licensee conformed to security plan commitments. All equipment was noted to be functioning properl , 81070 - Access Control - Personnel The inspectors observed that all personnel entering the Protected Area were properly searched for unauthorized material. Personnel access controls and search equipment are adequate and appropriate for their intended purpos , 81072 - Access Control - Packages The inspectors observed the licensee's control of packages and materials into and out of the Protected Area. Packages were searched and materials were examined by use of equipment and controls which were adequate for the purpose. 1 12. 81074 - Access Control - Vehicles The inspectors observed that the licensee searches and escorts vehicles that enter the protected area. Exit searches are also conducted. The licensee's controls were in conformance with the NRC-approved security plan and adequate for their intended purpos .

13, 81080 - Detection Aids - Protected Area The perimeter intrusion detection system detected all inspector requested penetration tests. The inspectors observed that the penetration tests were performed in accordance with the NRC-approved security plan and implementing procedures. However, the inspectors noted three potential weaknesses where detection zones met, but did not overlap. The licensee is reviewing these areas and will take corrective actions, as require This is Inspector Follow-up Item (IFI) No. 50-336/86-16-0 . 81080 - Detection Aids - Vital Areas The intrusion detection systems detected inspector requested penetration tests of selected vital areas. The inspectors observed that the penetra-tion tests were performed in accordance with the NRC-approved security plan and implementing procedure . 81084 - Alarm Stations .

The inspectors confirmed through observation that the central alarm station (CAS) and secondary alarm station (SAS) were in conformance with the security plan. CAS and SAS operators demonstrated adequate skill and knowledge in the performance of their dutie .
