Securit Plan and Im lementin Procedures The inspectors reviewed the NRC-approved security plan and implementing procedures including changes contained in Plan Revision 2.

Plan Revision 2 was submitted by the licensee under

CFR 50.54(p)

on April 24, 1987 and subsequently accepted by Region I on June 17, 1987.

The procedures were adequate and appropriate to implement the NRC-approved security plan.

Ph sical Barriers Protected Area The inspectors observed that the licensee maintained the barrier surrounding the protected area in accordance with the NRC-approved security plan.

The licensee recently installed a second fence along the lake front protected area perimeter of Unit I, thus completing a double fence barrier along the lake front for both units.

Access Control Personnel The inspectors observed that the licensee's access control and badging system was in accordance with the NRC-approved security plan and that all personnel entering the Protected Area were properly searched for unauthorized material.

The search equipment was functioning properly and is adequate and appropriate for its intended purpose.

Securit Contin enc Plan Im lementation Review The inspectors reviewed the licensee's NRC-approved Security Contingency Plan, including Revision 2.

The licensee's program, as outlined in the

'RC-approved plan, was adequate.

There remains, however, a lack of participation by the operations organization in the contingency drills conducted by the security organization.

It was also noted that the

security organization has only minor involvement during full-scale site emergency exercises, including the exercise planned for June, 1987.

The inspectors addressed and,expressed concern over these matters in discus-sions with security management who assured that actions would be taken to increase participation of each organization, in each case.

Trainin and ualifications Plan The licensee is planning numerous changes to the training and qualifica-tions plan to delete redundant requirements, incorporate new law enforce-ment -techniques, delete unnecessary or non-security related tasks, and combine security related tasks to reduce the total number of tasks.

These changes will be reviewed when the licensee submits a revision to the Plan to the NRC under

CFR 50.54(p),

in the near future..

Exit Interview The inspectors met with the licensee personnel listed in Paragraph 1 at the conclusion of the inspection on June 11, 1987.

At that time the purpose, scope, and findings of the inspection were presented to the licensee by the inspectors.

Written material was not provided to the licensee by the inspector at any time during the inspectio N~
