Security Plan and Implementing Procedures

The inspector reviewed the Haddam Neck Plant Physical Security Plan and implementing procedures, including Revision 13 to the Plan submitted February 27, 1987 and additional information submitted on March 10, 1987, in accordance with 10 CFR 50.54(p). No discrepancies were identified.

Physical Barriers - Protected Area The inspector conducted an on-site review of the changes (Revision 13) to the physical barrier at the perimeter of the protected area that had been made to accommodate the construction of a Nuclear Records Facility building addition.
The changes that were made to the barrier in that area by the licensee were found to have resulted in enhancements in the overall effectiveness of the security program.
The inspector was advised that the licensee is contemplating the submittal, in the near future, of a temporary change to the security plan that involves modifications to the protected area barrier to accommodate construction of another new building on site. The modifications to the barrier, the compensatory measures, and other controls to be exercised, will be described by the licensee in a submittal to the NRC under the provisions of 10 CFR 50.54(p).
The inspector observed that all portions of the protected area barrier were maintained in accordance with the licensee's NRC-approved security plan.

Vital Area Barriers l
The inspector observed that the vital area barriers were maintained in accordance with NRC-approved security plan.
Random tests of vital area alarms were requested by the inspector and performed by the licensee.
The results of the tests were satisfactory.
