TRANSMITTAL OF SAN ONOFRE SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) REPORT AND RECOMMENDATIONS REGARDING NRC ACTIONS The San Onofre SALP report for the period October 1, 1988 through January 31, 1990, and a proposed forwarding letter to SCE, are enclosed for your revie The SALP Board rated the licensee's performance Category 1 in the Radio logical Controls, Emergency Preparedness, Security, and (although marginally so) Maintenance/Surveillance functional areas; and Category 2 in the three remaining functional area A meeting with SCE to discuss the results of the SALP review, as required by the NRC Manual Chapter, has been set for April 25, 1990, at the San Onofre site. The SALP report will be transmitted to the licensee following your review and signatur The Board found the licensee's overall performance to be acceptable and directed toward safe facility operation. The Board found the licensee to be responsive and generally effective in addressing the previous SALP recommen dations. However, as in the previous SALP, the Board was concerned with.the occasional lack of attention to detail during the performance of routine activities in the Operations and Maintenance functional areas. Also, in the Operations functional area, the Board noted examples of non-conservative application or interpretation of Technical Specification requirement Specific recommendations for certain functional areas are as follows:

Operations: Operations staffing levels and the use of overtime will be assessed to determine whether the experience base is being improved and problems with excessive overtime use are being corrected, particularly during outages. In addition, the potential impact of these issues on operator attitudes and plant operation (particularly in Units 2 and 3)
will be assesse Maintenance/Surveillance:
Attention to detail during the performance of maintenance activities will be assesse Engineering/Technical Support:
Engineering-related inspections will be performed to assess the adequacy of technical work (e.g., safety evalua tions).
In addition, the licensee's Design Basis understanding and Design Change programs will be assesse PFPDC

Safety Assessment/Quality Verification:
The NRC will continue to focus on the effectiveness of the licensee's audit, surveillance, and central ized root cause assessment programs. In particular, attention will be focused on the performance of the QA audit organization under its new QA Manager, and on the new oversight engineering group.
