Processes Section Inspection Summary Inspection on July 12 throuah 14. 1993 (Recort No. 50-155/93009(DRSll Areas Inspected: Routine announced safety inspection of inservice inspection (ISI) activities including review of programs-(73051), procedures (73052),

observation of work activities (73753), cata review (73755) and erosion / corrosion (E/C) program (49001).

Results: No violations or deviations were identified.. Based on the results of the inspection, the NRC inspector noted the following:

The implementation of the ISI and E/C were found to be in accordance with the licensee's program.

The licensee's staffing of the ISI and E/C groups were adequate, and the personnel were knowledgeable and conscientious.

Management involvement and commitment to a quality ISI and E/C effort was evident.

Program Review (73051)

!

Personnel from CPCo and EBASCO performed the ISI in accordance l

with'ASME Section XI, 1986 Edition.

The' sampling inspection plan

-

for addressing intergranular stress corrosion cracking (IGSCC)

included 18 welds and was 'in accordance with Generic Letter (GL)

88-01.

The welds examined in accordance with GL 88-01 were found to be acceptable. Organizational staffing for the ISI program was

found to be acceptable and the services of an Authorized Nuclear

!

Inservice Inspector (ANil) were procured from Factory Mutual Engineering.

The qualifications and certifications of all l

inspection personnel performing 151 were reviewed to ensure conformance with SNT-TC-1A.

Procedure Review (73052)

All' applicable 151 procedures were approved by the ANil and were reviewed by the NRC inspector The ISI procedures were found to l

be acceptable and in accordance with ASME Section V, 1986 Edition.

i The examination data was'found to be in accordance with the

applicable'ISI procedures and ASME Code requirements.

The NRC

inspector reviewed documents related to nondestructive examination

'

(NDE) equipment, data, and evaluations.

,

An indication on weld.24 MRS-121-1 (recirculation system) was

identified during the previous outage as IGSCC.

The indication (.7" in length and.12" in depth) was found to be acceptable per f

the ASME Code.

The weld was UT'd this outage by EBASCO personnel.

using the manual-and P Scan presentation, and was found to have approximately the same length and through wall dimension as the-

previous outage. The weld will continue to be examined during'

future outages.

A leak on a 1 1/2", carbon steel, Class 1, socket weld located on l

the steam drum was noted while performing a visual examination during shutdown of the plant.

Liquid penetrant examinations (PT)

are required for socket welds on the steam drum.

The weld was repaired and 11 other 1 1/2" socket welds in the same area were.PT a

examined and found to be acceptable.

CPCo established the

acceptance criteria for PT of these socket welds as being no allowable indications which is more conservative than the Code.

These socket welds are part of the ISI ten year plan inspections.

Observation of Work Activities (73753)

The NRC inspector observed E8ASCO personnel perform'ing UT of safe f

end to nozzle welds No.101-06 and No.103-06 and' found the

examinations to be in accordance with approved procedures.

Erosion / Corrosion (E/C) Activities (49001)

,

Consumers Power Company began their E/C program in 1973.

In 1989, CPCo established a formalized procedure and administrative controls to ensure continued long term implementation of an E/C monitoring program for piping and components (Reference NRC Report No. 50-155/91023(DRS)).

For this refueling outage, CPCo selected an inspection sample of nine components, utilizing the component rankings (type' of component, pressure flow, velocity, etc.), previous inspection results, and

,

engineering judgement. The NRC inspector reviewed the E/C program, procedures, NDE certifications, and examination and found them

!

acceptable. To date, components and pipe sections have been

'

conservatively repaired / replaced as a result of the E/C program.

No violations or deviations were identified.
