.In regards to your consnents conearning the Deviation, we agree that,

- Regulatory Guide 5.29 and ANSI N15.8 apply to nuclear power plant The System Review and Audit section of this guide does not elaborate many details about an annual review and, as Mr. Finley stated during the inspection exit interview of September 24, 1976, Regulatory Guide 5.51, even though not specifically applicable to power reactors, does contain j more details on acceptable programs for an annual management review of nuclear material control and accounting systems and can be used as guidance. For this reason, reference to Regulatory Guide 5.51 was included in our Deviation statement. In retrospect, the rafarance to Regulatory Guide 5.51 should not have been included in our Deviation s ta temen Our review of your response to the Deviation indicates that your mathods and solutions which differ from those set out in ANSI N15.8 are accapt-able.
