This refers to the inspection conducted by Messrs. D. M. Carlson and J. R. Creed of this office on April 5-6, 1976, of activities at the Big Rock Point Nuclear Power Station authorized by HRC License No. DPR-6 and to the discussior. of our findings with Mr. Hartman and members of his staff at the conclusion of the inspoction.
The inspection was an exam N tion of activities conducted under your license as they relate to your program for protecting against industrial sabotage and safeguarding special nuclear caterial to comply with the Commission's
,
rules and regulations and conditions of your license. The inspection consisted of a seicetive ca=1tation of procedures and representative records, observations, and interviews with personnel.
During this inspection, certain of your ac'.ivities appeared to be in noncompliance with URC requireme,nts, as described under Enforcement Items in the Summary of Findings section of the enclosed inspection report.
