This refers to the inspection conducted by Mr. Cooper of this office on September 10-12, 1974 at Yankee Nuclear Power Station, Rowe, Massachusetts of activities authorized by AEC License No. DPR-3 and to the discussions of our findings held by Mr. Cooper with Mr. Kenneth Kniskern and other members of your staff at the conclusion of the inspection, and to a subsequent telephone discussion between Mr. Devlin and Mr. Kniskern on September 13, 1974.
The area examined during this inspection was 11=ited to Physical Protection Program. Within this area, the inspection consisted of selective examinations of procedures and representative records, interviews uith personnel, and observations by the inspector.
Duri>ig this inspection it was found that certain of your activities appeared to be in violation of AEC requirements, and certain activities appeared to have program weaknesses. The items and references to the pertinent requirements are listed in the enclosure to this letter.
This letter constitutes a notice sent to you pursuant to the provisions of Section 2.201 of the AEC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations. Section 2.201 requires you to submit to this office within 30 days of your receipt of this notice, a written statement of explanation in reply, including (1) steps which have been or will be taken by you to correct the violations, and the results j
achieved; (2) steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. With respect t
to the program weaknesses, please include in your response your co=ments concerning these items, a description of any steps that have been or will be taken to correct them, a description of any steps that have E
been or will be taken to prevent recurrence, and the date all corrective
