Medical Area Facilities I
As discussed in the previous inspection report, / the NRC inspec-
tors pointed out the need for improvements of the temporary onsite
-
medical area. The licensee had installed plumbing facilities for hotandcoldwateraggprovidedcabinetsformedicalsuppliessince the last inspection.-
Although the area was cleaned up to a certain extent, the inspectors noted that the lockers were still present and the area still cluttered and unclean. No hot plate or phone had been provided in the medical area. A licensee representative stated that these items would be deleted from the inventory list. This change had not yet received final approval by the Dresden Offsite Review Baard in accordance with Section 6.2 of the Technical Specifications.
The inspectors questioned the adequacy of the first aid kit No. 24 for first aid supplies for the medical area.
The licensee has several first aid kits in strategic locations throughout the plant which are inventoried on a monthly basis. The inspector discussed with a licensee representative that the licensee's medical doctor visit the medical area.
The licensee representative agreed to make-the necessary arrangements.
The licensee's medical doctor has recently recommended that the
,
first aid / decontamination rooms be supplied with a No. 36 first
,
aid kit.
In addition, the doctor recommended the rooms be
-
supplied with a decontamination kit and sample taking kit as described in the medical procedures published for each nuclear station in compliance with Section 6 of GSEP.

4.
Implementing Procedures As pointed out in the previous inspection report /
some implementing procedures (EPIP's) have been written and approved, some are under review, and some are being prepared. The licensee plans t' complete the EPIP's by October 1, 1976, in accordance with ondence from licensee on April 2, 1976.
5.
Observation of Emergency Drill On July 14, 1976, the licensee conducted an emergency drill to test his medical plan developed by Radiation Management Corporation (RMC) under contract to the licensee. The licensee tested communications and arrangements with ambulance and bospital services. A scenario involving two injured personnel contaminated 7/ Ibid.

by radioactivity was planned by RMC. The NRC inspector first
!
observed the actions taken by the Shif t Engineer in the Dresden
. Control Room. Good communications between the Shift Engineer and
-
those at the scene of the simulated accident took' place.-
The NRC'
. inspector noted that no discussion to determine the simulated source of. radiation was made until thirty-three minutes after the first call came to the Shift Engineer. No evacuation of personnel except the health physicists involved with the ambulance was
, mode. After the ambulance left for'the St. Joseph Hospital in Joliet, Illinois, the NRC inspector. drove to the hospital and observed'the hospital medical staff handling the " contaminated" injured personnel. The drill was primarily to test the first aid capabilities of the Dresden health physicists and the medical r
aspects of the arr ngements made with the ambulance and hospital services.
On July 15, 1976, a T.V. videotape showing the complete test was presented for training purposes by RMC personnel and a critique of each step in the drill was discussed. About twenty-five
persons attended the training session. The tape will also be shown to the hospital staff for training purposes. The licensee plans to write up a critique of the drill.
