A.
Current Findines The implementation of the Commonwealth Edison Generating Station Emergency Plan (GSEP) as revised and reissued May 1,1972, and the Dresden Station Emergency Plan (DSEP) with individual section-revisions dated as late as July 10, 1974, were the subjects of this inspection. The following areas were identified during the scope of this inspection as requiring further resolution.
1.
The development, preparation and implementation of a procedure
_
which will provide for the inspection of equipment set aside for use in emergencies and the documentation of inspection results on a specified frequency.

Provision for the maintenance of sufficient quantities of First Aid supplies in the Dresden facility First Aid Room

1.
Updating of Emergency Telephone Listings The licensee responded to this particular item by issuing individual revisions of pertinent sections of the DSEP.
(A-1 through A-9)
during the period from February to July 1974.
However, further revision of certain sections of the telephone listings are currently required due to changes occurring in both onsite and offsite emergency response organizations.

are no procedures available specifying the frequency for training and retraining of both on and offsite
emergency response personnel. According to licensee representatives the proposed revision of the GSEP-DSEP which is scheduled for implementation in April 1975

reportedly will make provision for appropriate emergency plan training of both onsite and offsite groups at a specified frequency.
Therefore, this item will remain'
open and be reviewed in.a subsequent inspection.
(3) The specification of frequency for review and update of the emergency plan and implementing procedures as described in Section 8.3 of the DSEP entitled " Periodic Review" and Section 13.1 of the GSEP also entitled
" Periodic Review" remains unchanged since the previous inspection. However, provision has been made for the placement of the DSEP review on facility's computerized surveillance checkoff list with the first annual DSEP review being scheduled for January 1975. The revision and/or update of twelve individual portions of the
'
DSEP and Appendices have been accomplished since the last inspection. However, no documentation was avail-able to substantiate that complete review of either document (DSEP or GSEP) had been conducted. According
-
to information obtained from the licensee's representa-tives, the proposed revision of the GSEP-DSEP scheduled for implementation in April 1975 should be responsive to this item.
Therefore, it will remain open and be reviewed during a subsequent inspection.
3.
Provision for Expediting Approval and Distribution of New and Revised Portions of the Emergency Plan and Implementing Procedures No documentation was available which would substantiate the development of a procedure which would accommodate this provision.
However, information available on provisions for the expeditious handling of revisions of the emergency plan will be contained in the revised GSEP-DSEP which is planned for implementation in April 1975.
Therefore, this item will remain open and be reviewed in a subsequent inspection.
4.
Development and Implementation of an Approved Emergency Procedure for Coping with A Bomb Threat (

The Development of Protective Action Levels for Implementing
Offsite Protective Measures According to licensee representatives, revision of the GSEP-

DSEP scheduled for implementation in April 1975 will take into consideration the EPA's Interim Protective Action Levels for offs?'n protective measures.
Therefore, this item will remain open and will be reviewed during a subsequent inspection.
Management Interview A management interview was conducted with Messrs. Stephenson, Adam, CrandaB and Stone at the conclusion of the inspection on January 14, 1975.
The inspectors discussed the scope of the inspection (Paragraph 2) and summari cd these items requiring additional resolution (Paragraphs 4, 6.a.,

General The inspection at the Dresden Station conducted on January 2,3, 13, and 14, 1975, included an examination of the Commonwealth Edison's Generating Stations En.ergency Plan (GSEP) dated May 1,1972 and the Dresden Station Emergency Plan (DSEP) dated October 16, 1972, with individual revisions dated through July 1974 and availabic procedures designed to implement the plans.
In addition to discussing the GSEP and DSEP with various licensee representatives, certain onsite facilities were visited. Documentation pertaining to various aspects of the emergency preparedness program was examined and selected emergency equipment, materials and facilities were inspected.

Agreements and Coordination

Letters of agreement from ten of the offsite support agencies listed in the DSEP were reviewed and all were dated in October 1974.
No letter of agreement was on file from the ambulance service intended for use in emergencies. However, the manager of ambulance service a
when contacted by the inspectors indicated his intention to supply

Health, Division of Radiological Health was available for review at the time of this inspection.
However, the licensee indicated that a letter of agreement had been received from that organization.

aware of the roles they had committed to in the letters of agreement.
The value of exchanging and maintaining up to date procedures pertinent to specific offsite emergency support agencies was discussed with the licenseek representatives.
- 4.
Facilities and Equipment Emergencv Kits The emergency equipment and materials stored in the Dresden Station Mobile Unit was compared against the listing of its contents in Appendix C to the DSEP.
Specific types of instrumentation and equipment were inspected and fourd to be operable.
Quarterly inspections of equipment in the Dresden Station Mobile Unit are conducted as required by a surveillance check list.
A review of the surveillance checklist indicates that all quarterly inspections have.been conducted during the past year as documented by means of hand stamped dates and initials on the surveillance checklist.
No procedure was available for review which specified a frequency, method-of conducting or means of documenting inspections of emergency kits.

5.
Means for Monitoring Release of Radioactivity
'
a.
Radioactivity Monitors The Reactor Building Vent Monitor, Stack Gas Monitor, Service Water Monitor and Radwaste Monitor instrumentation, calibration schedules and procedures, and documentations were reviewed.
The instrumentation was functioning properly.
Calibration is performed on a prescribed frequency and in accordance with procedures, each of which has a revision number and date.
Documentation of calibrations performed are in check list format and entered on the procedure sheet (s) used, along with
,
the date completed and the signature of the person completing
,
the calibration.
b.
Meteorological System The weekly equipment check, bimonthly tower check and monthly
~
reports cubmitted by an independent company under contract to the Dresden Station were reviewed.
The inspector had no further questions regarding these records.
The licensee representatives stated that meteorological data would be obtained during an incident situation by sending an individual to the meteorological tower.
He also stated that this could be accomplished in five minutes.
6.
Medical Arrangements a.
Onsite Medical Facilities The onsite medical facility was found to contain those items lir.ed in Appendix D of the DSEP.
It was determined that no provision exists which requires inspection of the first aid facility at specified intervals against a listing of specific first aid and medical materials to ensure a minimum availability of essential supplies.
The licensee representative indicated immediate action would be taken to assure that first aid supplies in the onsite facility would be procured and maintained.

Offsite Medical Arrangements

Discussions with the emergency coordinator for St. Joseph's

Hospital in Joliet, Illinois, the licensee's designated i
i primary offsite medical facility, revealed that contact has i
been mcintained between the licensee and.the hospital.
Inspection of emergency equipment and supplies set aside at i
the hospital by the licensee indicated effort had been expended i
i to maintain-the contents in a ready to use condition. A copy of the procedure followed by the hospital in the event of
<
receipt of an accident victim contaminated with radioactive material appears as Appendix F to the DSEP.
Expansion of the emergency reception and treatment facilities
of the hospital, currently in progress, prevents the use of the ambulance garage referred to in Appendix F of the DSEP.
,
However, an alternate reception area has been provided.
The location of the treatment and decontamination area at the
]
hospital will remain unchanged until the expanded facilities are available.
The licensee's representatives and operator of the ambulance service contacted were aware of the current temporary l
reception facilities at the hospital.

According to representatives of both the hospital and the
,
licensee, training of hospital emergency response personnel pertaining to the GSEP and DSEP was planned for fall of 1974,
-
but was not conducted.
Such training is being rescheduled in accord with the licensee's current planning designed to upgrade
,
the total emergency medical response capability.
Two of three medical doctors, who have agreed to provide medical support for the licensee's emergency plan and who are listed in a letter from the licensee's Medical Director to Director of the Nuclear Regulatory Commission's, Region III, Office were contacted by phone during this inspection.
One of the two doctors contacted indicated he had attended a seminar on r'te topic of radiat.; n tecident management which was presented at Northwestern Memorial Hospital are January 11, 1974.
Information provided by the licensee's Medical Director indicates that a tertiary care facility has been established at Northwestern Memorial Hospital in Chicago.
Copies of the GSEP and DSEP avail-able for review did not contain a reference to the availability
"
of this facility.
The importance of maintaining reference to currently designated long term or tertiary medical treatment facilities was discussed with the licensee representatives.

7.
Training a.
Onsite Documentation of the GSEP-DSEP training being provided all station personnel was revicued during this inspection.
The Dresden Station Training Program (DSTP) pertaining to emergency preparedness which is initially provided all employees and according to current practice reviewed annually contains instruction and information in the following subject areas:
respiratory protection; radiation protection; evacuation signals, routes, assembly areas and personnel accountability.
Based on discussions with the licensee's training personnel and review of training records it would appear that the training requirements outlined in Section 8.1 of the DSEP are being met.
However, documentation of the GSEP-DSEP training is currently maintained in the format of a personnel list. Upon completion of emergency preparedness training by

l licensee and also with certain offsite agencies.
With the

exception of the training provided certain medical doctors.
(See Paragraph 6.c) and a limited number of communication checks with a few offsite support groups during the i
conduct of onsite emergency exercises no documentation was available to substantiate the conduct of offsite emergency
,
response training since the fall of 1973.
The importance of conducting and documenting training and i
retraining of offsite emergency support groups at specified
,
,
intervals, in those subjects necessary for them to function as l
a part of the, total response team in the event of an accident was discussed with licensee's management.
8.
Impicmenting Procedures
-
At the time of this inspection no single collection of all emergency plan implementing procedures was available for review. However, procedures designate! to implement essential aspects of the emergency plan have been provided in various documents and formats in other procedure manuals.
Others are contained in the body and/or
as Appendices of the GSEP and DSEP.
A review of certain appendices to the DSEP and other procedures designed to implement the emergency plan revealed apparent incon-sistencies.
The apparent inconsistencies appeared to be the result of:
(1) maintenance of emergency plan implementing procedurcs in separate documents; (2) the use of various formats'in the preparation of procedures designed to implement particular portions of the emergency plan, (3) incomplete coordination with certain offsite support groups and (4) incomplete review and update at a specified frequency.
.The above inconsistencies were discussed with the licensee repre-sentatives who indicated that a complete revision of the GSEP -

DSEP concept is currently in progress. The new (revised) GSEP - DSEP are scheduled for implementation in April 1975. According to the

licensee, the implementation should correct the inconsistencies noted.

. ment of emergency planning implementing procedures in certain areas was discussed with the licensee's management.

9.
Drills and Tests The drill file which contained the critiques of drills which had been conducted since November 21, 1973,_ vas reviewed.
The critiques listed recommendations based on deficiencies noted during, and/or as the result of the drills.
When questioned regarding the disposition of the recommendations, the licensee representative stated some were complied with immediately and others are entered into an Action Tracking System (ATS). ATS items are not removed from this system until they are completed.
The licensee representative stated that alarm tests are performed in conjunction with a local evacuation to the assembly areas.
An emergency siren test procedure was produced which contained a
"date and a subsequent review date.
10.
Review and Update of the Emergency Plan Although evidence of revision and update of several individual sections
-
of the DSEP was available for review, no documentation was available which vould substantiate that a complete review of the DGEP had been accomplished since Octobcr 16, 1972. The annual review of the DSEP has been placed on the facility's computerized surveillance checkoff list with the first annual review being scheduled for January 1975.
No documentation was available at the site to substantiate that a compl..te review of the GSEP had been accomplished since its publi-cation date of Iby 1, 1972. However, discussions with licensee representatives revealed the GSEP and DSEP revisions have been underway and current plans call for the implementation of revised documents in April of 1975.
