Status of Radiation Protection Program Region I representatives stated that, based on recent inspec-tion findings, the licensee appears to have made significant progress in upgrading the Indian Point Station radiation

-

protection program.

The inspection conducted June 30-July 1, 1977, indicated that access to high radiation areas was being controlled, personnel were following radiation protection pro-cedures and Radiation Work Permits, station management was giving top priority to improving the program, radiation protection supervisors were intimately involved in work in progress within the Controlled Area, the development of new/ revised procedures had been accelerated and was on schedule, and a marked improvement had been made in the attitudes of station personnel toward the need for implementing an effec-tive radiation protection program.

Continued program improve-ments by the licensee will gradually result in a norma' Region I inspection approach to the licensee's radiation protection program.

Radiation Safety Subcommittee The licensee representatives stated that the Radiation Safety Subcommittee of the Nuclear Facilities Safety Committee is being reconstituted to more effectively discharge the sub-committee's responsibilities.

The subcommittee members will include outside consultants and the chairman will be inde-pendent from Indian Point Station management.

This recon-stituted subcommittee will provide timely and continuing review and audit of the management and implementation of the Indian Point Station radiation protection progra %

Comunications

.

The licensee representatives stated that their understanding of Region I concerns in all areas of inspection had increased substantially over the past year.

They also requested that, where possible and appropriate, inspectors highlight and discuss potential problems with the licensee based on the inspector' broad egperience gained from inspecting several other facilities.

The licensee representatives stated that this would aid their management intention of being more antici-

patory of problems and thereby diminish the need for reaction

to problems after they develop.

Region I representatives acknowledged these remarks.

Facility Procedure Upgrading Program Region I representatives emphasized the importance of the licensee completing his upgrading of Unit 2 facility pro-cedures by August 1,1977, to meet the provisions of Technical Specification 6.8.1 which endorses Regulatory Guide 1.33.

The licensee representatives stated they recognized the importance of this effort and the August 1,1977, date will be met.

Coordination of Environmental Activities Region I representatives emphasized the importance of timely implementation of corrective measures to improve the licensee's coordination, at both the corporate and site levels, of manage-ment controls to assure that all of the Environmental Technical Specification Requirements are satisfied.

The licensee repre-sentatives acknowledged this statement and indicated they would assure timely implementation of corrective measures.
