Inspection on November 1-3, 1977 (Combined Reoort Nos. 50-03/77-16, 50-247/77-36, and 50-286/77-37)

Areas Inspected:

Routine, unannounced inspection of Unit 1, 2, and 3 radiation protection program including radiation protection rocedure implementation and practices and posting, labeling, and centrol.

Upon arrival, a tour of the plant was made to review radiation safety procedures and practices.

The in-spection involved 18 inspector-hours on site by one NRC inspector.

Results:

Of the two areas inspected for all three units, no items of noncom-pliance were identified.

Radiation Protection Practices and Procedure Imolementation i

The inspector examined radiation protection practices and procedures based upon examination of records, interviews with per.ionnel, and observations. The licensee had implemented certain new radiation protection procedures by November 1,1977, in accordance with a

comitment made on May 3,1977. Areas covered by these procedures include high radiation area control, air surveys, radiation surveys, radiation work permits, radioactive material control, and training.

The procedures were examined to insure that they were reviewed and approved prior to implementation. The licensee has developed a group of Health Physics Procedures pursuant to Technical Specification , 6.8 and a group of Health Physics Instructions pursuant to Technical

Specification 6.11.

The licensee has issued several revisions to these procedures and is in the process of issuing several other revisions.

These revisions to the procedures will be reviewed on a subsequent inspection.

Work sites were visited to insure RWP requirements were being followed and adequate airborne, radiation, and contamination surveys l

were taken.

Control points and control point records were examined for access control and to determine if personnel were logging in and out and frisking for contamination.

Portal monitors were examined and tested to insure that they alanned at 200 cpm above background.

No items of noncompliance were identified.

Posting, Labeling, and Control

The inspector examined posting of radiation areas and high radiation areas and found that they were adequately posted.

Containers of

'

radioactive material were examined to ensure that they were properly labelled and stored.

High radiation areas were found to be locked and key control for these areas prooerly maintained.

Surface con-tamination areas were posted and step-off pads provided at access points.

5.

Exit Interview The inspector met with licensee representatives (denoted in para-graph 1) at the conclusion of the inspection on November 3,1977.

The inspector summarized the scope and findings of the inspection.

The inspector confirmed that the licensee's Health Physics Procedures were developed pursuant to Technical Specification (TS) 6.8 and that his Health Physics Instructions were developed pursuant to TS 6.11, and that all procedures had been implemented.
