Management Meeting on May 4,1977 (Report No. 50-03/77-06; 50-247/77-14; and 50-286/77-15 Areas Covered:

The status of licensee action in accordance with the Indian Point Station Upgrading Program for Radiation Protection was reviewed.

Licensee action in the areas of radiation protection procedures, staffing of the radiation I

protection organization, and augmentation of expertise applied to the radiation protection program were discussed.

The management meeting and the associated facility tour which preceded the meeting involved 14 man-hours onsite effort by three NRC representatives.

Results: No apparent Items of Noncompliance were identified during the meet-ing or facility tour.

Facility Tour

The management meeting was preceded by a facility tour by the Region I representatives.

The tour emphasized those areas (Controlled Area) controlled by the licensee for radiological protection purposes and included work locations within the Unit 2 Containment Building.

Radiation Protection Procedures

Licensee representatives stated that steps taken as part of the Indian Point Station Upgrading Program for Radiation Protection identified the reed for accelerating the develop-ment of new revised procedures governing the implementation of all phases of the radiation protection program.

The licensee had developed a schedule for such accelerated activity as follows:

By May 15,1977, either a new or revised survey procedure will be implemented delineating techniques for perform-ing evaluations (surveys) adequate to assure compliance with 10 CFR Part 20 in areas of:

Airborne radioactive material hazards.

External dose hazards.

--

Contamination.

--

By July 1,1977, procedures will be implemented covering identified topics (including further development of the survey program).

By November 1,1977, all procedures deemed necessary for t

full operation of a radiation protection program will be implemented by issuing new procedures and/or revising existing proceoures as appropriate.

A plan and schedule will be established to assure steady and orderly (1) procedure preparation, (2) review and tailoring procedures to site conditions, and (3) pro-2-

cedure approval.

By May 15,1977, all temporary procedures now in effect in whatever form (e.g., informal memoranda) will either be terminated or incorporated into formal temporary pro-cedures in accordance with plant administrative direc-tives.

Radiation Protection Organization Staffing Licensee representatives noted that despite an extensive recruiting effort in accordance with the upgrading program it had been possible to add only one supervisor to the radiation protectiun staff.

They noted that five open positions at the Senior Technician level were presently being filled on a temporary basis by contractor personnel and stated that by June 1,1977, the position of Assistant Radiation Safety Director reporting to the Chemistry and Radiation Safety Director and that of Health Physics Supervisor reporting to the General Health Physics Supervisor would be filled on a temporary basis by contractor supplied personnel.

All of the temporary personnel and the permanent employees who replace them will meet applicable Consolidated Edison qualifications including those listed in ANSI N18.1-1971.

Licensee representatives further noted that they will intens-ify recruiting efforts to obtain permanent replacements for temporary workers.

Radiation Protection Staff Expertise Region I representatives commented on the need to increase the level of expertise directly involved in the implementation of the radiation protection. program.

Licensee representatives noted that in attempting to recruit ccmpetent individuals at both the supervisory and technician level they had encountered difficulty in attracting persons who meet Consolidated Edison qualification requirements.

They stated that through the intensified recruiting program they intended to meet their goals in the area of obtaining highly competent individuals.
