Licensee Actions on Previously Identified Items (Closed) Open Item No. 50-002/87004-01: The Ford Nuclear Reactor Emergency Plan (FNREP) has been revised to identify.the occurrence of a contaminated / injured individual as an Unusual Event and a Control Room evacuation as an Alert. Both these additions to Table 1, Emergency Classification Guides, were recommended in a previous review of the FNREP. These actions by the licensee are satisfactor This item is close (Closed) Open Item No. 50-002/87004-02: Notifications to'the NRC included one to the NRC Region III office rather then the NRC Headquarters Operations Officer. Also, the response time for this notification was not specifie A revision of the FNREP, Page 17 and Section 3.2 of Appendix 2 were made. 'l (Closed) Open Item No. 50-002/87004-03: This item resulted from a previous inventory check which identified some inconsistencies in the inventory frequency of emergency equipment kept in the Emergency Closets in the main corridor. These inventories are now required on a semiannual basis and have been added to the tracking system by facility operating management. This item is close . Review of Licensee's Emergency Preparedness Program Training Basically, there were no changes from the previous inspection findings. The annual self-study quiz contains approximately ten Emergency Preparedness (EP) related questions which Reactor Operations personnel, including Lead Reactor Operators, were required to answer and return to the Assistant Reactor Manager of Operations i for review and approval. The Lead Reactor Operators (LRO) have not l been in the line of succession for the Emergency Director since September 1987 following an NRC approved FNREP revisio Once the

I The primary EP training mechanism was the annual FNREP Meeting and Emergency Response Drill which was held on August 19, 1988. This one day meeting and training session involved all the offsite  ;

emergency support groups, including local Police and Fire Departments, representatives from the University of Michigan Hospitals, local ambulance services and County Emergency Management official Documentation of this meeting and the emergency drill has improved substantially in recent years. Goals, accomplishments, scenario outline, and self critique were particularly well documented. This should be an aid to all drill participants, management, and offsite supporting agencies. It can serve as a basis to continually improve the training for both participants and evaluator Corrective actions were identified and followup made by the licensee reactor management where neede Based on the above findings, this portion of the licensee's program was acceptabl Organizational Control There has been a change in the position of Director, Michigan Memorial Phoenix Project. Dr. William Kerr has retired from this position, and his replacement was Dr. Ronald Flemirig. Dr. Fleming i assumed this position in March 1989. The Reactor Manager and his l managerial assistants now report to Dr. Fleming. In addition, Mr. John Jones, Director, Radiation Control Service, who serves as an assistant to the Emergency Director in the FNRE Organization, is leaving by July 1, 1989. From an emergency response viewpoint, this ,

position should be filled without delay, since it is a key emergency i response position in the emergency organizatio The inspector briefed the new Director on what the NRC expects the management of a 2 megawatt research reactor to provide in emergency preparedness including training, categorization of emergency events, notifications, evacuation drills and general communications with onsite and offsite agencies. He indicated his concern about these areas as the lead official with responsibility and authority for operation of the Ford reactor. c. Notifications The chief concerns regarding notifications were resolved as listed in Open Item No. 50-002/87004-02 which was closed as described in Section 2.b of this report. In the FNREP, Section 3.2.1, now states that the NRC will be notified within one hour after an emergency classification is declared. Besides the notifications specified in the FNREP, related instructions on emergency response actions are found in Operating Procedure OP-101, " Reactor Building Emergency." This procedure is utilized by reactor operations staff for emergency condition Based on the above findings, this portion of the licensee's program was acceptabl d. Communications The telephone numbers of offsite support agencies have been verified by the licensee annually as specified in Section 10.4 of the FNRE Telephone numbers onsite need to be updated to reflect the two recent changes in Phoenix Memorial Laboratory management (reference Section 3.b). The licensee indicated that these changes would be made in the next plan revision, with a temporary listing being made available currently. For off-hours response, each management representative carries a pager. An On-Call Supervisor Schedule which specifically details the hours and dates that person is on call is available to each of these three key emergency responder For both communications and notifications, the inspector conducted a test of the Door Access Alarm and a test of the Building Alarm which activates at a radiation level of one mR/hr. With the help of the Assistant Reactor Manager, Operations and Reactor Control Room personnel both alarms were found to be in working order. Actual telephone calls to the University of Michigan Security Officers and call-backs completed the test operations without a fla Based on the above findings, this portion of the licensee's program was acceptable, e. Emergency Equipment Inventories These inventories are to be verified on a semiannual basis. There were some inconsistencies in the last inspection on the frequency of inventories for some emergency equipment and supplies. Inventories of emergency closet items located off the main corridor were not on the same frequency as other emergency equipment locations. These inconsistencies have been resolved as described in Open Item No. 50-002/87004-03 as listed in Section 2.c of this repor All emergency equipment locations are now on the same semiannual

Based on the above findings, this portion of the licensee's program was acceptabl , Biennial Emergency Plan Review The biennial FNREP review is actually conducted on an annual basis with partial reviews done whenever the plan is revised. The most recent plan review was conducted on March 12, 1989. From.an interview with the Reactor Manager and documentation review, the inspector concluded that the biennial emergency plan review requirement is being met satisfactorily by the license Review of the Letters of Agreement identified one which nas not yet been signed for the two year renewal. This was with the Ann Arbor Police Department. Contact was made with the Office of the Chief of Police. The inspector w: told that there was no apparent reason why the letter should not be renewed. The licensee was asked to followup on this ite Based on the above findings, this portion of the licensee's program was acceptabl Audits The annual independent audit of the FNREP and reactor was conducted on July 21-22, 1988 by a contractor with experience at a reactor of similar design and operation. Portions of the emergency plan related review included Section 10.1 through Section 10.5 of the FNRE These sections of the plan relate to maintenance of the EP program including training and drills. The audit concluded that all audited plan requirements were being met and any recommendations made from the previous audit were acted upo Based on the above findings, this portion of the licensee's program was acceptabl . Exit Interview The inspector held an exit interview on April 14, 1989, at the conclusion of the inspection. The licensee representatives who attended are listed in Section 1. Several changes to the FNREP have been made by the licensee since the previous inspection to make the plan more definitive and responsive. Tentative future plans by licensee management include removing some appendices from the plan and utilizing them as implementing procedures which is what they are being used for presentl Also this would preclude a submission to NRC Headquarters each time an emergency responder's telephone number is changed. Documentation had improved substantially, and the EP program is more viable and should perform well if an emergency occur The licensee did not indicate that any matters discussed were proprietary in natur
