f Appendix NOTICE OF VIOLATION University;of Michigan Docket No. 50-2 As a result of the inspection conducted on October 2-4, 1985, and in accordance with the General' Policy and Procedures for NRC Enforcement Actions,. (10 CFR Part 2," Appendix C), the following violation was identified:

10 CFR 20.303(a). states no licensee shall discharge licensed material
-into-a sanitary sewerage system unless it is readily soluble or
.dispersible in water.
-Contrary to the above, on numerous occasions during 1985, licensed material that was not readily soluble or dispersible was released from the Ford Nuclear Reactor / Phoenix Memorial Laboratory (FNR/PML) to the sanitary sewer.
-This is a Severity Level IV violation (Supplement IV).
~ 2. Technical Specifications 6.4.8 states radiation protection procedures, reviewed-and approved by the Safety Review Committee,.will be in effect-and followed.. Health Physics Procedure 207, Effluent Activity Calculation
. Procedure,?Section 2.3 states effluent reports will be prepared on a
-quarterly basis by the~ health physics staff.
Contrary to the above, no effluent reports for the fourth quarter 1984, and.first and second quarters 1985 were prepared.
