NOV 2 7 bc NOTICE OF VIOLATION University of Michigan Docket No.50-002 As a result of the inspection conducted on November 20-21, 1985, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

Section 6.1.(1) of the Technical Specifications states that the organization structure of the Ford Nuclear Reactor shall be as shown in Figure 6.1. This figure includes the position of Supervisor of Reactor Operations in the line organization.

The Supervisor of Reactor Operations resigned in April 1985 and the position has not been filled and the licensee does not plan to fill the position in the near future.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) corrective action taken and the results achieved; (2) coirective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
