to NECO, Beatty, Nevada, during March 17 through 21, 1980, this inspection of trailer number 2143 was conducted on fiarch 21, 1980.
No packages were opened. A State of Nevada representative was present during the inspection.
No D0T inspector was onsite during the inspection.
Results: One apparent item f noncompliance with D0T/NRC regulations was observed. See paragraph 3.
It appears that the Department of Transportation, the State of New York, and NRC Region I Office are the appropriate organizations to take enforcement actions.

Inspection - Licensee - Shipper: NL Industries, Inc.
Albany, New York Shipment Inspected: March 21,1980 Carrier: NL Industries Hightstown, New Jersey . Trailer: 2143 Shipment Number: NEV-03 , 1.
This enclosed trailer transported nine wooden boxes of solid scrap contaminated with U-238. This was an exclusive use shipment.
The trailer was properly placarded.

A vehicle survey showed a maximum dose rate of 1 mR/hr at the surface of the trailer.
Checks for removable radioactive contamination showed no activity in excess of DOT limits.

During unloading, the inspector observed that the side of one box was pulling away from the rest of the container and that a plastic bag inside the box was visible through the gap. A second box in similar condition was later off loaded.
The boxes appeared to be in noncompliance with 49 CFR 173.392 (c)(1) which requires that materials be packed in strong, tight packages so that there will be no leakage of radioactive materials in transit.
