Inspection on March 19,1980 (Report No. 15000027/80-31)
As a part of the inspection of. incoming shipments of radioactive waste to NEC0, Beatty, Nevada, during March 17 through 21, 1980 this inspection of trailer number 71519 was conducted on fiarch 19, 1980. No packages were opened. No State of Nevada or DOT representatives were on site.
Results: One apparent item of noncompliance with DOT /NRC regulations was observed. See paragraph 3.,

It appears that the Department of Transportation, the State of New York, and NRC Region I Office are the appropriate organizations to take enforcement actions.

Inis enclosed trailer transported nine wooden boxes of solid scrap contaminated with U-238. This was an exclusive use shipment. The trailer was properly placarded.
- 2.
A vehicle survey showed a maximum dose rate of 2 mR/hr at the surface of the trailer.
The cab survey showed a dose rate of 0.5 mR/hr.
Checks for removable radioactive contamination were made of the threshold of the trailer, of three boxes, and of the floor of the trailer after unloading.
None of the checks disclosed removable contamination in excess of DOT limits, 3.
One of the wooden boxes did not have a center support on the bottom.
The bottom of the box was buckled and had pulled away from the sides of the box, revealing some of the contents. This appears to be in noncompliance with 49 CFR 173.392 (c)(1) which requires that materials be packed in strong, tight packages so that there will be no leakage of radioactive materials in transit.

Boxes were labeled with " Radioactive - LSA" stickers. Some of the stickers blew off the boxes during unloading.
