In view of the' confusion which continues to surround this

- issue, I think we should ask Vic Stello~to provide a one- '

word, "yes" or "no", answer to the following question:

"In your, opinion, did GPU on the first day of the TMI accident knowingly pl'ay down the seriousness of the ,

accident in.its dealings with the Commonwealth of

- 4ennsylvania, in spite of the substantial evidence in '

its possession that the accident was serious?"

i November 17, 1981 Questions raised with Mr. DeYoung .

1. Gary Miller is presently ' Director of Startup and Test for GPU Nuclear.

He is stationed in the Harrisburg area.

2. Ivan Porter is also with GPU~ Nuclear. ' Supervisor of Startup and' Test for TMI Unit 1. Stationed in the Harrisburg area.
3. The two reports - Haynes and Moseley, are generally consistent. The Moseley report is closer to the Udall report's position than is the s Haynes r.eport. The bottom line on the Haynes report is that while

' we did not receive complete information from TMI Met Ed, we did receive sufficient information within the Commission that we should have known the state of conditions in the TMI accident.
