-COLUMBIA GENERATING STATION DOCKET NO. 50-397 2002 ANNUAL ENVIRONMENTAL OPERATING REPORT Dear Sir or Madam This letter is submitted per reporting requirements of Section 5.4.1 of the Columbia Generating Station Environmental Protection Plan (EPP; Appendix B to OL).

No design or operational changes or tests in 2002 involved an unreviewed environmental question No non-routine nonradiological reports (within the context of EPP Section 5.4.2) were required for 2002.

A summary'of the effluent,;data reported to the State ofWashington on the monthly discharge monitoring reports is attached.
