In accordance with the provisions of 10 CFR 50.90 and 10 CFR 50.59, Georgia Power Company (GPC) hereby proposes to amend _ the V:jtle Electric Generating

-Plant '(VEGP) Units 1 and 2 Technical Specifications, Apper. dix A to Operating l Licenses NPF-68-and'NPF-81. .

The= proposed change to the Technical Specifications affects the descriptioit of

- fuel assemblies in Section 5.3.1. The change to the fuel assembly' description will permit the limited substitution of zirconium: alloy orcstainless steel-filler rods for fuel rods in accordance with the NRC-approved ' applications of fuel rod configurations that have Leen analyzed with NRC staff _-approved methods.

This change will allow timely removal 1of fuel rods that are found to be a '

probable source of. future leakage. The change will also make provisions'for the 3 loading:of lead test assemblies without requiring a specific Technical Specification chane .

Assemblies in the Design Features Section of Technical: Specifications". '

This Technical Specification change will' allow reductions ,in future -occupational .

radiation exposure:and plant radiological releases without the necessity of anz expedited Technical specification ' change during a- refueling outage'. _ Therefore, GPC requests approval >f!the proposed amendment by March 12, 1993, which will make it available for use if there ista' need for reconstitution of any fuel assemblies at the next refueling-outage.
