By letter dated November 7,1988, Gecrgia Power Company (GPC) proposed to revise the Yogtle Unit 1 Technical Specifications, Appendix A to Operating License NPF-68. Since the time of that submittal, Operating License NPF-68 has been amended to replace the Unit 1 Technical Specifications with combined Unit 1 and Unit 2 Technical Specifications. GPC hereby revises the referenced amendment request such that it applies to the combined Unit 1 and Unit 2 Technical Specifications, Appendix A to Operating Licenses NPF-68 and NPF-81.

The proposed amendment revises the action requirement for an inoperable diesel generator to reduce the possibility of abusive testing of the remaining raerable diesel generator. -The basis for the proposed change applies equally to Unit 1 and Unit 2.

We have reviewed our 10 CFR 50.92 evaluation and have determined that it is valid for both Unit 1 and Unit 2 and that no significant hazards considerations would be involved. For these reasons, GPC requests that the proposed amendment be approved for the Unit 1 and Unit 2 Technical Specifications. We have enclosed proposed Unit 1 and Unit 2 Technical Specification pages to replace the Unit 1 pages contained in our original submittal.
