NVY 04-072 Entergy Nuclear Operations, Inc., (ENO) is in receipt of the referenced letter containing requests for additional information (RAls). In order to standardize our approach with the NRC-approved industry approach, ENO's April 28, 2004 response to Order EA-03-086 was strictly based on NEI-03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan" Revision 1, as approved by the staff in a letter from Roy P. Zimmerman to Steven D. Floyd dated June 10, 2003.

NRC RAls requested additional information about equipment or procedures, modifications to the template language, or changes to licensee-provided details (i.e.,

bracketed template information). Where template language is involved, ENO will be adopting revised language once agreement has been reached between the industry Security Working Group (SWG) licensee representatives and the staff. Entergy is an active member of the SWG that will meet with the staff for this purpose. We believe this approach will be the most responsive and will maintain mutually desired consistency.

For selected RAls, ENO intends to adopt the language that is deemed acceptable to the staff and responsive to the NRC issues following the industry security frequently asked SAFEGUARDS INFORMATION NOTICE: ATTACHMENT I CONTAINS uSAFEGUARDS INFORMATION" AND MUST BE PROTECTED ACCORDINGLY. UPON SEPARATION OF ATTACHMENT 1 FROM THIS LETTER AND ATTACHMENT 2, THIS LETTER AND ATTACHMENT 2 BECOME "DECONTROLLED."

.1 SAFEGUARDS INFORMATION question (FAQ) process and the final disposition of any industry appeals. Responses that rely on this process are discussed In the specific RAI responses. We believe that sufficient detail is provided here to enable the staff to conclude the issue can be appropriately resolved subject to SWG and NRC staff agreements and later submittal of changed pages incorporating known acceptable language (i.e., a revision of the Security Plan that incorporates all responses). ENO proposes to provide revised Security Plans or replacement pages for each site that incorporate all of our RAI responses on a schedule to be determined with the staff.

This letter contains new commitments listed in Attachment 2.
