(1) Entergy Nuclear Operations, Inc. letter to U.S. Nuclear Regulatory Commission dated September 9, 2004 regarding Re-submittal of Security Plan (TAC No. MC2984), BVY 04-094 Entergy Nuclear Operations, Inc., (ENO), Vermont Yankee (VY) Nuclear Power Station has re-submitted the VY Security Plan in its entirety (Reference 1) incorporating changes made in response to your requests for additional information (RAIs). Further communication with the NRC Review Team has resulted in the need for additional changes to the plan. These changes are limited to Physical Security Plan Section 7 and Appendix A, and Safeguards Contingency Plan Sections 7.4.1 and 7.5.

The updated version of the VY Physical Security Plan, Security Guard Training and Qualification Plan and Safeguards Contingency Plan is provided in its entirety as Attachment 1 to this letter. The submittal consists of this letter and a single CD-ROM.

The CD-ROM contains four files, each of which is presented in .pdf format:

SAFEGUARDS INFORMATION In order to standardize our fleet approach with the NRC-approved industry approach, ENO's responses to Order EA-03-086 and requests for additional information were strictly based on NEI-03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan' Revision I and subsequent guidance provided by NEI and approved by the staff.
