Biennial Update of Quality Assurance Program Manual Vermont Yankee Nuclear Power Station Docket Nos. 50-271, 71-0907 and 72-59 License No. DPR-28

Dear Sir or Madam:

Pursuant to the requirements of 10 CFR 50.54(a)(3), 10 CFR 71. 106(b), and 10 CFR 72.140(d),

NorthStar Nuclear Decommissioning Co. submits the biennial update to the Vermont Yankee Nuclear Power Station (VY) Quality Assurance Program Manual (QAPM). There have been no revisions to the VY QAPM since Revision 9 was submitted to the NRC in the previous biennial updated on April 12, 2022 {ML22102A283). Revision 9 of the VY QAPM remains the revision of record.

The VY QAPM continues to satisfy the requirements of 10 CFR 50 Appendix B and the Regulatory Guides and ANSI Standards referenced in the VY QAPM. As such, it also meets the requirements of 10 CFR 72.140(d) for Independent Spent Fuel Storage Installations and 10 CFR 71.101 (f) for Packaging and Transportation of Radioactive Material.

This letter contains no new regulatory commitments.
