SAFEGUARDS INFORMATION Entergy Nuclear Operations, Inc., (ENO), Vermont Yankee (VY) Nuclear Power Station has responded to your requests for additional information (RAls) (References 2, 3, 4 and

5) concerning our April 28, 2004 Security Plan submittal required by Order EA-03-086 (Reference 1). Our responses to these RAls (References 6, 7, 8, 9, 10, 11 and 12) identified changes to the Security Plan. The language presented in our responses has been incorporated into the plan, which is provided in its entirety as Attachment 1 to this letter. The submittal consists of this letter and a single CD-ROM. The CD-ROM contains four files, each of which is presented in .pdf format:

In order to standardize our fleet approach with the NRC-approved industry approach, ENO's responses to Order EA-03-086 and requests for additional information were strictly based on NEI-03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan" Revision 1 and subsequent guidance provided by NEI and approved by the staff. During our final review, minor changes were made that were not addressed in our prior correspondence, but were consistent with the latest NRC guidance dated 8/12/2004. Additional changes based on NRC review team input and site review comments are listed in Attachment 2, along with an updated RAI response requested by the NRC review team.
