Dear Sir:

The purpose of this letter is to update our proposed revisions (Reference 1) to Appendix A of Facility Operating License No. DPR-35, pursuant to .10 CFR 50.90.

Based on the discussions held in References 2 and 3, we have revised Reference 1 as follows: to retain a diesel fire pump inspection requirement in the Technical Specifications; to retain the current Technical Specification language on diesel fuel oil testing; and, to clarify the applicability of the bases section on alternate shutdown panels. Attachment 1 contains' a summary 1 of the changes being made and the updated technical specification pages.

Attachment 2 provides additional justification regarding our proposed change fj involving Section 4.12.G.7 of the May submittal; this change deletes an unnecessary diesel loading requirement from a functional check of an alternate shutdown panel.

These proposed revisions are bounded by the Reference 1 " safety evaluation" and " determination of no significant hazards consideration" because,. except for administrative formatting changes, the proposed revisions all serve to reinsert language in ' the May submittal from our currently approved Technical Specifications. '

ATTACHMENT 1 to BECo 87 200 PROPOSED CHANGES AND REASONS FOR CHANGE

1. A. Section 4.12.B.1.h of the May submittal is renumbered on page 206b to read Section 4.12.B.1.1 (as shown on the attached page).

B. In the above renumbered Section 4.12.B.1.1 of the May submittal, replace " ASTM D2700-77" with " ASTM D4057-81 or D4177-82" and replace

" ASTM 0975-75" with " ASTM D975-81" to agree with the current Technical Specifications Section 4.12.B.2.b on page 206b (as shown on the attached page).

Reason: A. The action is required for formatting consistency.

B. The action is required to revise the May submittal to retain the language in current Technical Specifications which reflect the l latest revision to the ASTM Standards.

2. Retain the surveillance requirements of current Technical Specification Section 4.12.B.2.c on page 206b of the May submittal by reinserting the surveillance at a new Section 4.12.B.l.h on page 206a (as shown on the l attached page).

1 Reason: The NRC requests the language be retained in the Technical Specifications.

3. In the May submittal, renumber Section 4.12.B.1.i on page 206b to read Section 4.12.B.1.j (as shown on the attached page).

Reason: The action is required for formatting consistency.

4. In the May submittal, renumber Section 3.12.G on page 206j-1 to read Section 3/4.12.G (as shown on the attached page).

Reason: The action is required for formatting consistency.
