- pertains to those technical. specification changes required to suppor; the Cycle 3 Reload for GGNS.

In accordance with the provisions of 10 CFR 50.4 and 50.30, the signed original of the requested' amendment is enclosed and the appropriate copies will be distributed. The attachment provides the technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee and the Safety Review Committee.

The amendment package under cover of this letter (provided as Attachment 3) consists of the following components:

4 AECM-87/0189 Page 2 As discussed with the staff on July 30, 1987 the TS changes consist of the addition of two MAPLHGR curves for the fuel batch being introduced into the core for Cycle 3, the deletion of one curve representing the fuel type being removed during the refueling, and minor editorial changes for consistency.

Supporting discussion and MAPLHGR values for the new curves are presented in section 7.2.1 of ANF-87-67 (Attachment 7a).

A discussion addressing the Loss of Feedwater Heating (LFWH) event analysis for Cycle 3 is presented in section 3.2.2.1 of ANF-87-66 (Attachment 7b).

GGNS Unit I refueling outage is scheduled to commence November 6, 1987.

SERI requests your approval of this requested license amendment by December 18, 1987 to facilitate reload related procedure development, training, and testing activities in support of plant startup for Cycle 3 on January 1, 1988.

i Based on the guidelines presented in 10 CFR 50.92, SERI has concluded that this proposed amendment involves no significant hazards considerations.

' DISCUSSION:

The purpose of this change is to add MAPLHGR curves for two new ANF fuel types to be loaded for Cycle 3.

JUSTIFICATION:

The results of the Grand Gulf Unit 1 Cycle ? reload analyses show that all current Cycle 2 Technical Specification thermal limits are applicable for Cycle 3 operation. However, protecting the current LHGR limits for the two new reload batch designs at off-rated conditions requires that two MAPLHGR limits be added to the Plant Technical Specification for Cycle 3. Also, the average planar exposure limit for Single Loop Operation has been increased to 28,500 MWD /ST to bound Cycle 3 operation.

For each fuel type, the MAPLHGR limit was established from the LHGR limits by dividing the ANF LHGR limit by the exposure dependent maximum local peaking factor. The MAPLHGR limits need to be consistent with the LHGR limit so that at reduced power and/or reduced flow, the LHGR limit l will be enveloped by the product of the MAPFACf or MAPFAC p multipliers l and the MAPLHGR limits.

1 BASIS FOR PROPOSED ND SIGNIFICANT--

HAZARDS CONSIDERATION DETERMINATION! .'

The proposed Technical Specification' changes (Attachment'II) do not:

1)_ involve a significant increase in the probability or consequences of an accident previously evaluated. '

2) create .the possibility of a new or different kind of accident from {

any accident previously evaluated, or [.

3) involve a significant reduction in the margin of safety.

A description of the no significant hanrds consideration determination follows:

1) The change in Specification 3/4.2.1 adds MAPLHGR curves for two new ANF fuel types to be introduced into Grand Gulf Unit i for Cycle 3.

MAPLHGR curves are used for protecting ECCS and LHGR limits. Although for some fuel exposures the two new fuel types have higher MAPLHGR limits than the two fuel types already in the core, they provide significant margins to the 10CFR50.46 limits for peak clad temperature.

The peak clad temperature (PCT) for the two new fuel types is 17380F, which is the same PCT for the ANF fuel already in the core and is significantly lower than the 10CFR50.46 limit of 2200 F. This change, therefore, does not increase the probability of any accident j previously analyzed. 3 J16 MISC 87092501 - 3 1
