Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Nuclear Support Organization Change Proposed Amendment to the Operating License (PCOL-87/10)

AECM-87/0174 System Energy Resources, Inc. (SERI) is submitting by this letter a proposed amendment to the Grand Gulf Operating License. The proposed amendment involves an organization change in the Nuclear Support group. The change provides consolidation of the word processing and other office support services for a major portion of the offsite corporate offices. Due to the administrative nature of this change and discussions with NRC staff, SERI has implemented the change and submits it for your formal approval.

Additionally, the proposed amendment includes a revision to a previously proposed change involving the position of Manager, Operations Analysis (ISEG) which was submitted on July 31, 1987.

In accordance with the provisions of 10 CFR 50.4 and 50.30, the signed original of the requested amendment is enclosed and the appropriate copies will be distributed. The attachment provides the technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee and the Safety Review Committee.

Based on the guidelines presented in 10 CFR 50.92, SERI has concluded that this proposed amendment involves no significant hazards considerations.

1. NS-87/01 Organization Change In The Nuclear Support Group -

Supplement to Changes Proposed in a Letter Dated July 31, 1987

2. Affected Technical Specifications

3. The organization change proposed in this submittal was discussed with members of your staff on August 12, 1987. Due to the administrative nature:of this change and discussions with NRC staff, SERI has implemented the change and submits it for formal approval. ,

- B. DISCUSSION The following changes are proposed:

i The block in Figure 6.2.1-1 ntitled " Manager, Nuclear Services and 1.

Fuels" is being changed to "rianager, Nuclear Fuels." ,

2. Clarification of the July 31, 1987 submittal involving the position of Manager, Operations Analysis (ISEG) is included, herein.

C. JUSTIFICATION

1. In a letter dated November 14, 1985 Mississippi Power and Light (now SERI) requested changes to the Offsite Organization. . Included in these changes was the consolidation of the Nuclear Services and Nuclear Fuels groups under the Manager, Nuclear Services and Fuels.

The administrative support functions such as word processing _ have been for the most part handled separately by each organization in the offsite corporate offices. These areas include Nuclear Licensing, Quality Programs and Nuclear Support. A new organization, Support Services, separate from the Nuclear Fuels group has been formed. The new Support Services area will. provide consolidationo'f the word processing und other office support services for a major portion of the offsite corporate offices.

The new Support Services group will report to the former Manager, Contract Administration whose title has been changed to Manager, Contracts and Support Services. Since the Manager, Contract Administration is not on Figure 6.3.1-1 and due to the administrative nature of the Support Services area, SERI does not plan to include the position of Manager, Contracts and Support Services in the Offsite Organization chart. However, the responsibilities associated with the new position will be described

, in the Updated Final Safety Evaluation Report (UFSAR), Chapter 13.

In summary, the change will remove " Services and" from the' title of;the Manager,' Nuclear Fuels and will. relieve this position of the-

D. SIGNIFICANT HAZARDS CONSIDERATION: 1 SERI has evaluated the proposed organization changes'and determined-that the changes are primarily administrative in nature and do'not involve'a  !

significant; hazards consideration for the following reasons:

1) The proposed organization ' changes do not involve a.significant

' increase in' the probability or consequences of.an. accident previously evaluated because:they. involve only a shift in the. responsibility. for administrative support services.within the SERI-corporate . offices.

Because of the administrative nature'of the proposed changes the probability or consequence of an accident are not affected.-

2) The proposed-organization changes do not create the possibility of-a new or different kind of accident from any accident previously evaluated because the proposed-shift in administrative responsibility will have no affect on the design, construction, or operation of safety related systems or components..
3) The proposed' organization changes do not involve a reduction in a margin of safety because they involve only'the realignment of -

administrative responsibilities.. The proposed changes are to more effectively and efficiently utilize existing administrative

. resources within the SERI corporate offices.-.
