AECH-85/0360 Missionippi Power and Light (MP&L) is requesting by this submittal, an amendment to License NPF-29, for Grand Gulf Nuclear Station (CGNS) Unit 1.

This amendment includes changen to the CGNS Nuclear Production Department (NPD) Offsite Organization chart (Figure 6.2.1-1) and other associated technical specification changes, and requests deletion of License Condition 2.C(28) requiring an advisor to the Vice Prenident, Nuclear Operations.

The organization changes were informally discussed with members of NRR and Region II management and staff on October 24 and 25, 1985 and are being made to improve management offectivenenn. The changen will consolidate support activities and provide a more ef fective management chain of command for support functions within the NPD. A higher level of direct management involvement will be provided on the plant site with the creation of the Site Director, GGNS.

Cloner tien to plant staff are being provided for design change interface activities by entablishing the Unit ! Projects and the Modification and Construction nections under the Site Director, GCNS. The new Projects group will assist plant staff in coordinating and interfacing with other groups for those activitten concerning plant modification and construction and also will provide a problem solving capability to ensure that denfred goaln are accomplished. The Director, Quality Annurance will report to the Vice President, Nuclear Engineering and Support but will maintain his independence by having a direct encalation path to the President and Chief Operating Officer. These changen represent improvements for all lavels of management in the NPD organization. MP&L plann to implement the organization changen proposed herein upon submittal of thin letter with exceptionn being the positionn of Site Director, CGNS Manager, GGNS Unit-1 Projectal and Manager, Plant Hodification and Construction which will be implemented following completion of the prenent plant outage, j l L y,hh12MN S h6 ,

i AECM-85/0360 Page 2 The requirement for MP&L to have an Advisor to the Vice President, Nuclear Operations has Leen in the Operating License since initial issue in June 1982.

This requirement was imposed due to the lack of commercial nuclear power experience in MP&L's corporate management. As described in this letter, MP&L's current President and Chief Opereting Officer and the Vice President, Nuclear Operations have significant, responsible commercial nuclear power operating experience. Therefore, the License Condition requiring this advisor is no longer needed and MP&L proposes that it be deleted.

In accordance with the provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC).

Based on the guidelines presented in 10 CFR 50.92, it is the opinion of MP&L that this proposed amendment involves no significant hazards considerations.

In accordance with the requirements of 10 CFR 170.21, we have determined that the application fee is $150. A remittance of $150 is attached to this letter.
