AECM-86/0331 Mississippi Power & Light (MP&L) is submitting by this letter four proposed changes to the Grand Gulf Unit 1 Operating License NPF-29. Iten 1 of the proposed changes deletes the 2 minute time limit and changes the temperature limit associated with stuck open CRV's. Item 2 adds 3 ionization smoke detectors to the Control Rod Drive repair room. Item 3 reflects proposed design changes to the plant to provide continuous bypass of the thermal overload protection for the RCIC turbine bypass valve. Item 4 of this submittal is made to reflect the correct designation of the RHR Discharge to

! Liquid Radwaste Valve.

l In accordance with the provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC).

Based on the guidelines presented in 10 CFR 50.92, it is the opinion of MP&L that this proposed amendment involves no significant hazards considerations.
