SUMMARY
DESCRIPTION OF RADIOLOGICAL ENVIRONMENTAL MONITORING PROGRAM 1
The analytical results of the Crystal River Unit 3 operational radiological environmental program (REMP) for 1989 are contained in this report. The 1
operational program began on January 1, 1977, just prior to initial j
criticality, which was achieved on January 14, 1977.
Sampling of the environs around the facility is done by the State of Florida, Department of Health'and Rehabilitative Service, Office of Radiation Control (hereinafter, the State), and the University of Florida's Department of 1
Environmental Engineering Sciences, Radiological Health Section (hereinafter, the University).
The State and University also do the required analyses.
Each of these organizations participate in the EPA's Interlaboratory Comparison Program, the results of which are included in this report.
The annual land use census is done by the State.
Sample station locations are given in Table I-1 and Figures 12, 3, and 4, Sample frequency and analysis type may be determined from Table I 2.

I l illustrates the relevant exposure pathways.
Except for air sample gross 8 results and direct radiation met.surements most of the analytical results are below the lower limit of detection (LLD) of the sample.
Sample LLDs are generally much lower than the required "a priori" LLD. When measurable results are reported, the values are also usually less than the required "a priori" LLD.
The results of the 1989 REMP have been compared to previous years results.

This comparison, in part illustrated by the trend graphs of Section IV, shows no evidence of increasing radionuclide build-up in any of the sample media.
Additionally, these results verify the effectiveness of in plant measures for controll;og radioactive releases. When combined with dose calculation resultsW (based upon actual release data and a hypothetical individual residing at the site boundary) the REMP data indicate that the environmental impact of CR-3's operation is not significant.
(1) For 1989 releases, the whole body dose commitment to the maximum individual was calculated to be 0.36 mrem.

Most of the land adjacent to the plant site is woodland; however, mach of the land in the imediate i
area is pasturulard for cattle and a few horses. Stray cattle are often seen in the wooded areas adjacent to the plant sita.
'Ibese cattle are raised for beef or veal.
'Ibere may be fresh females in these herds, at Hman, but these animals roam freely and are not milked.. A few goats have also been located at residences within the survey area.
Nene of these cows or goats are known to be providing milk for human use, and the owners are not willing to make sar1ples of milk available.

IV-B. DIRECT RADIATION Direct radiation-naasurunants (using TLDs) were taken at sixteen locations within a one mile of the plant, 'at thirteen locations ranging frm 2.8 to 6.3 miles frm the plant, and at one u.nhul location, 52 miles fra the site.
The highest on-site dose was 51 mrent yr at station C65 (ESE 91740 feet). 'Ihe

highest off-site dose was 52 mrenVyr at station C18 (North 9 5.2 miles).
'Ihe control station (C47) dose was 45 mrenVyr. 'Ihe average for all stations was 35 1
mrenVyr.

Monthly seawater grab samles are taken at two locations in the discharge canal, and one control location naar the mouth of the intake canal.
Of twenty-one indicator sa::rples, one had a measurable amount of tritium.at a level of 1708 pCi/L.
One samle taken at the control location, Cl3, indicated a measurable amount of tritium at a level of 836 pCi/L.
Gama spectral analysis was performed on thirty-six samples. Manganese-54 was identified at a level of 3 pCi/L in the April-C13 samle and at a
-level of 3 pCi/L in the March C14H sagle. Cesium-137 was identified at a j
level of 2 pCi/L in the November C14G sagle. These values are very close to the lower limit of detection and therefore may be false positives.

Semiannual ground water samles are taken at one location, station C40.
{
Gama spectral and tritium analyses are preformed on both samles.
All results were less than the sagle LID - (130 pCi/L).
Since plant start-up all results, except for the results of' one 1985 -tritium analysis, have been less than LID. As indicated by Figure IV-C.2, the 1985 tritium value of 170 pCi/L is less than the typical LID, arx1 nuch less than the required "a priori" LID of 2000 pCi/L.

Quarterly drinking water samles-are drawn from three locations:
Crystal River Public Water Plant (C07), Indian Waters Public Water Supply (C10),
and the Yankeetown City Well (C13).
All samles.were collected and analyzed for gama emitters and, tritium.. nnhalt-58 'was identified at a level of 2 pC1/L in the fourth quarter sample of station ~ C07 - (Crystal River Public Water Sugply).
Zirconium-95 was ' identified in; the ' first quarter samle of station C10 (Indian Waters Public Water Supply) at a

level of 5 pCi/L.

Semiannual shoreline
=H =nt sagles are taken at three indicator location in the discharge canal (C14H, C14M, C14G) ard ~ one control location-(C09), at Fort Island Gulf Beach. Of the eight samles analyzed, none had measurable amounts of G-134 and G-137.
Maryanese-54 was identified in two samles taken in the discharge canal (see footnotes to Table IV-C.4.a).
No other gama emitters attributable to CR-3 were found in measurable quantities.

As indicated by figure IV-D.1 these values are consistent with previous years results.

%e fourth quarter samle at C29 indicated mhalt-60 at a level of 16 pCi/kg.
Radionuclides attributable to CR-3 were not identified in the four samles taken at C30, the control station.

Monthly broadleaf - vegetation sagles were taken at two indicator' locations, C48a and C48b, and one control location, C47. - We November sagle at C48b was not taken due to a lack of vegetation.
Fourteen of twenty-three indicator sagles had measurable amounts of Cs-137 with an average cuced.1.ation of 22 pCi/kg and a range of '7 to 49 pCi/kg. Six of twelve control station samles--had measurable amounts of Cs-137 with an average of 14 pCi/kg and a range of_9 to 26 pCi/kg.

Annual watermelon and citrus (oranges) samles are taken at stations C04 and C19, respectively.- Cesium 137 was measured in the watermelon sample at a level of 15 pC1/kg and at a level of 9 pCi/kg in oranges.
