The inndvertent start was caused by use of a defective procedure. A relay power supply lead which was lifted, as instrr cd by the procedure, caused another relay to deenergize due to their cocunon power supply leads being connected in series.

During performance of the portion of the test which involved the Drywell Purge Compressor "A" initiation logic, the compressor inadvertently started. This start was due to a procedure error.

The power stpply to most of the relay logic is connected in series. When a technician lifted the power supply lead to one relay to test it, as instructed by the procedure, it also deenergized another relay which caused the I compressor to start.

This event has no safety consequences or implications. The procedure being followed was a one-time Special Test. The person who wrote the procedure has been made aware of the problem. A memo was written to all technical section engineers stressing the importance of adequate engineering review. This is a final report.
