Description

10 CFR Part 20.1701 requires, in part, that the licensee use, to the extent practicable, process or engineering controls to control the concentration of radioactive materials in air. Contrary to this requirement, PPL did not use, to the extent practicable, process or engineering controls during pipe weld preparation on the RWCU piping on April 27, 2014, due to miscommunication between the workers and radiation protection. A radiation protection technician monitoring a continuous air monitor noticed increasing airborne radioactivity and subsequently stopped the work. This failure to use, to the extent practicable, process or engineering controls led to a worker receiving an unplanned, unintended uptake of approximately 11 millilrem. This violation has been entered into PPLs CAP as CR-2014-16603. The inspectors determined the finding was of very low safety significance (Green) because it did not involve: (1) ALARA occupational collective exposure planning and controls, (2) an overexposure, (3) a substantial potential for overexposure, or (4) an impaired ability to assess dose.
