. s L l.icensee Event Report Date: 8-17-83 l p2portableOccurrenceNo.: 83-028 Event Description and' Probable Consequences During normal operation, while conducting surveillance required by T.S. 4.5.E.2 for inoperable RCIC (see LER 83-027), it was found that the speed indication for the HPCI turbine had failed. The testing of HPCI could not be completed due to this problem. HPCI was declared inoperable and a shutdown was initiated in accordance with T.S. 3.5.E.3. Later on 8/3, RCIC was repaired and returned to service. The shutdown was terminated and a 7 day LC0 entered in accordance y'.with T.S. 3.5.D.2. ADS, CS and LPCI were operable throughout the HPCI and RCIC inoperable problems. No effect on health and safety of public.

Cause Description and Corrective Action

'The tirbine magnetic speed pickup was found to be faulty. The pickup was replaced.

When tie turbine was tested following the replacement of the speed pickup, speed contrd! was unstable. The turbine oil system was adjusted and the turbine retested.

Furthe'r adjustments were made to the turbine suction pressure indication and the tujbine speed circuits and the system tested satisfactorily. The 7-day LC0 was ended,on 3/6. Repetitive failures of HPCI during 1983 have been evaluated.

The evaluation determined failures to be non-related.
